FACILITY of on-line application forms for issue of learning driving licence has been made functional by Akola Road Transport Office from 1 September 2014 . 50 applicants have uploaded with their request for issue of learning licence on the very first day of opening of facility . The on-line facility shall be very convenient to the public since an option of choice for date and time is available to the applicants of driving licence.
As per the press note of District Information Office here the applicants shall have to apply for online appointment from link given below. The site shall open in Internet Explorer only, it has been informed. In this public friendly system the applicant shall have to fill all the details in the online form. After filling the form completely he will have to visit page for appointment date and time as per his convenience.
After submitting the form online further formality of verification of documents supporting the details mentioned in application shall have to be completed at RTO office. The applicant then has to appear for on-line test of 20 questions of 5 marks each. He/She shall qualify the test only if correct
answers of minimum 12 questions are given. On qualifying the examination with stipulated minimum marks a learning licence shall be issued to the applicant, il is informed.
Deputy Road Transport Officer here has called upon all to take advantage of the facility to avoid rush at offices.
On-line registration has been made compulsory for obtaining licence. People can fix a day suitable to them to appear for the driving lest for two. three and four-wheeler vehicles and present themselves before the authorities with necessary documents.

THOUGH the trading community was hopeful about scrapping of Local Body Tax (LBT), Maharashtra Government has not given them respite. Instead of scrapping LBT or replacing it with some other option, the Government has decided to relieve the Municipal

Corporation of die responsibility of collecting LBT.

As per the Government's decision, now the employees of Sales Tax Department will collect LBT instead of Municipal Corporation employees. The announcement in this regard was made in Mumbai on Saturday by Chief Minister Prithviraj Chavan. while replying to a call attention motion in Legislative Council.

Chief Minister also assured to make amendment to Maharashtra Municipal Corporation (MMC) Act, if required. Giving a message that the State Government was not in a mood to scrap LBT. Chief Minister said that the revenue of 25 Municipal Corporations where LBT was introduced had increased considerably. He also said that the objective behind imposition of LBT was to give financial autonomy to Municipal Corporations.

The announcement of the Chief Minister has dashed the hopes of trading community that has been demanding scrapping of LBT for a long lime. The meeting called by Chief Minister recently, also could not yield any result as far as finding out alternative to LBT was concerned. In the meeting attended by Mayors and Municipal Commissioners, some supported LBT while representatives of Nagpur, Sangli, Malegaon, Ulhas Nagar. and some other Municipal Corporations had opposed it. Chavan had suggested Mayors and Municipal Commissioners to organise meeting with local traders to find out better alternative to LBT. The meeting had. in effect, failed to break the impasse over LBT.  

Options like re-introduction of octroi, entry tax, alternative tax, modification of LBT, levy on VAT were in discussion for quite some time. Some traders had suggested levying 1 per cent surcharge on VAT to make up for loss caused due to abolition of LBT. However. Law and Judiciary Department had opposed the proposal. It was estimated that 1 per cent increase in VAT would add only Rs 650 crore to State's kitty, and hence the proposal was not feasible.

FOR the first time the admission procedure of Class XI in Nagpur seems to be well-planned. All admissions of Class XI have been brought under the ambit of centralised process. Presently there are 40,000 seats in all streams. The total number of students appearing for Class X are 45,000. Out of 40,000 total seats. 17,500 are of Science, 9,500 are of Arts faculty and 13,000 are of Commerce stream.

In the year 2000. CAP started with Science. Commerce and Arts streams participated in it. In the year 2001. colleges with Arts faculty withdrew from CAP. Admissions of Science and Commerce were conducted through CAP till 2006. Again in the year 2012 admissions of Commerce stream were not conducted through CAP. Admissions of Science stream were done through CAP. In the year 2013. many colleges withdrew themselves from CAP.

फायर इंजिनियरिंग कॉलेजमध्ये नऊ वर्षांपूर्वीपर्यंत उपरोक्त अभ्यासक्रम सुरू होते. जुना अभ्यासक्रम केवळ साडेतीन वर्षांचा होता. तर नवीन अभ्यासक्रम चार वर्षांचा आहे. जुन्या अभ्यासक्रमात बीएससी करणार्‍या विद्यार्थ्यांनाच यात प्रवेश मिळत असे. नवीन अभ्यासक्रमात मात्र १२ वी नंतर विद्यार्थी प्रवेश घेऊ शकतात. प्रस्तावित अभ्यासक्रमात सिव्हील, मॅकेनिकल, स्ट्रक्चरलसह इंजिनिअरिंगच्या विविध विभागांतील आवश्यक बाबींचाही समावेश करण्यात येईल. अभ्यासक्रमात नेदरलॅण्ड येथील सल्लागाराच्या शिफारशीनाही सहभागी करण्यात आले आहे.

NIT Nagpur New Flat Residential Scheme at Wardha Road & Jaitala Road

NAGPUR Improvement Trust (NIT) has launched a residential scheme in Metropolitan Regional Area at Sumthana-Kotewada-Sondapar-Jamiha- Parsodi at 11 Sqkm area on Wardha road. Around 400 land holders will be benefited from the scheme. The NIT has decided to create all basic infrastructure at the cost of Rs 600 crore. The scheme will be based on land pulling scheme on Gujarat pattern.

After successful launch of Parsodi-Jamtha-Kotewada and Khasarainari Development scheme, the NIT has announced this major residential scheme. Metropolitan Department has invited suggestions and objections from the land holders before May 27. After completing process of suggestions and objections, die scheme will be forwarded to State Government for approval.

Superintending Engineer informed that the NIT has issued notices under section 41 for development of the scheme under Section 58 and 59. The NIT will develop roads, sewage treatment plant, water network, garbage disposal plant and other basic amenities. The Trust will develop open spaces, public utility spaces, residential and commercial spaces. 

The Trust has calculated land rale as per ready reckoner rates of the area.

Till now. the NIT has sanctioned four residential schemes- Khadaka-Kirmiti-Panjari-Shiv Madka-SuinihanaandVaroda-Panjari-Rui-GavasiManapur. Parsodi- Jamatha-Koiewada and Khasaramari Development scheme. The NIT will develop these developmental schemes under land pulling policy.

Tltc proposed development schemes are once again going to boost the reality market on Wardha Road and will also ensure regularised and planned development on village land that are becoming part of Nagpur metro. The NIT wants to fulfil cherished dream of thousands of Nagpurians to own a low-cost housing unit in a developed ambience.

NIT is planning to develop this scheme under land pulling pattern. Under this pattern, the Trust will acquire 40 per cent land of the developer and will give 60 per cent land to them for development. If the developer has non-agriculture land then the NIT will acquire only 25 per cent land.

NOW it is mandatory to obtain occupancy certificate for buildings to get drainage, water, and sewerage connections from Nagpur Municipal Corporation (NMC). Municipal Commissioner while issuing directions about necessity of occupancy certificates, has warned officers not to give any connection without occupancy certificate else they will have to face action.

Occupancy Certificate is compulsory for any building constructed in the city as per Development Control Rules (DCR). However, it seems that very few buildings got the certificates from Town Planning Department and rest of die buildings did not have the same. The developers are not obtaining certificate because they are violating sanctioned building plans without obtaining necessary permission from the competent authority. The Supreme Court, in an appeal, also held the necessity of Occupancy Certificate-Such construction may constitute danger to public safety, hygiene, and sanitation.

Hence, to avoid any hardship during demolition at a later stage, it is necessary to keep a check on development or construction at plinth level itself. Municipal Commissioner stated that the procedure during construction is required to be followed as per Clause number 7 of DCR of Nagpur.

DCR provides for issuance of pan Occupancy Certificate on the request of builder. Municipal Commissioner may issue pan Occupancy Certificate for a building or part thereof before completion of entire work, as per development permission. The said certificate could be issued, provided sufficient precautionary measures are taken by the holders to ensure public safety and health. According to Wardhane. it is necessary to ensure that no building is occupied without Occupation Certificate from NMC.

Municipal Commissioner has delegated powers to Assistant Commissioners in-charge Of respective zones to look after construction work going on as per sanctioned building plan and DCR. He has also directed that no drainage, sewerage connection should be provided by Health Officer or zonal offices in absence of Occupancy Certificate. Health Officer should direct all his subordinate officers to take cognizance of these directions and ensure strict compliance. Commis. has warned all officers not to provide connections without Occupancy Certificate. Otherwise, it will be treated as dereliction of duty on pan of the officers concerned and appropriate action will he initiated against them.

AS AGAINST the record of 2.377 open plois, Nagpur Municipal Corporation (NMC) has discovered that there are actually 49,915 open plots in the city. Thus, a total of 47.538 open plots have 'surfaced' in the city after the NMC Standing Committee concentrated on property tax maximisation suhsequent to dip in revenue owing to Local Body Tax (LBT) replacing octroi.

"With the number of open plots swelling to 49,915. we can expect an addition of Rs 194 crore to tax revenue of NMC." said Avinash Thakre.Chairmanof NMC Standing Committee. Thakre told reporters on Wednesday that some of the areas were regularised under Gunthewari Act by Nagpur Improvement Trust (NIT). Most of the plots were purchased in 1984-85. However, he said. NMC would collect property tax on these plots for a period between 1988 and 2013. "The tax amount on these plots is calculated to be Rs 194.32 crore. The tax has been calculated based on rent charts for the periods 1998-2002 and 2002-2013," he said.

According to Thakre. NV1C now had names and addresses of all the plot-owners with NIT furnishing the same. Based on this, a booklet was being prepared by Standing Committee. On August 16 or August 17. Standing Committee would hand over the booklet with all the details regarding open plots to NMC administration. "This will make the task of the administration easier as far as levying and recovering property tax from plot-owners is concerned." he said.

Already, as per the latest estimates. Standing Committee has expected property lax recovery to be around Rs 380 crore. If the amount of tax to be recovered on open plots - Rs 194.32 crore -- is to he added, the revenue from properly tax alone will rise lo Rs 574.32 crore. Thakresaid. "Now, it all depends on the NMC administration. If it acts swiftly and stans recovery of property tax. it will generate ftrnds for development of the city. Otherwise, only administration will have to be blamed for lack of funds for development." he remarked.

THOUGH Standing Committee has expected tax on open plots to generate additional revenue of Rs 194.32 crore for NMC, recovering this tax will be challenging task for the administration. As the tax will be recovered for a long period of 1988-2013. which is 25 years, each of the plot-owners may have to pay a minimum tax of Rs 25,000/-. Recovering such a huge amount within this financial year will prove to be a challenging task for the NMC administration. How does the civic administration respond to this, remains to be seen.

IN A MAJOR breather for over 2300 college teachers who could not clear National Eligibility Test (NET) or State Eligibility Test (SET) since last 22 years, the Maharashtra Government on Wednesday waived the very basic eligibility norm for them and decided to regularise their services. The University Grants Commission (UGC) had introduced NET or Ph D as a mandatory condition for those aspiring to become lecturer. However, despite granting ample opportunity and relaxation 2,307 teachers were unable to pass the basic test.

The teachers organisation had demanded relaxation of this condition and reaularisation of their serv-ices from the date of appointment. However, the Cabinet rejected this demand and decided 10 regularise the service from the date of issuance of GR. Higher and Technical Education Minister Rajesh Tope told media persons that during next meeting, the minutes will be approved and GR will be issued thereafter. From the year 2001, the NET/SET or Ph D has been mandator) and UGC has ruled out any relaxation for post-2001 appointees.

The Government has also decided to release Rs 1,500 crore arrears of45,000college in phase-wise manner. According to Tope, ihe arrears will be disbursed in April. June and December. Out of Rs 2,000 crore arrears. Ihe siaie share of Rs 500 crore has been disbursed and Rs 1,500 crore is due from centre.

Tope also urged college teachers to withdraw their strike and warned to deduct salary using "No work no pay" formula.

Besides the Government will not hesitate in evoking ESMA against them, he warned. During cabinet meeting, the senior ministers were quite angry over tactics adopted by junior and senior college teachers by boycotting examination work. By affecting career of innocent students, mese teachers want their unjustified demands to be fulfilled, reacted a senior minister.

IN the wake of Common Entrance Test tor MBBS admissions to be held in 2013, this year, Maharashtra government will conduct MHT-CET excluding medical entrance test. The CET for engineering admissions will be held in 2013. This will be the last test for engineering aspirants to be conducted by the state. From the year 2014-15, the state will participate in Joint Engineering Entrance (JEE) to be conducted by Central Government. Central Government has changed the format of IIT-JEE by merging AIEEE into it. The examination will remain as JEE.
It may be noted that the state was conducting combined common entrance test for engineering and medical admissions till this year. The competent authority of die same examination was Director of Medical Education and Research.
With National Eligibility Entrance Test (NEET) for MBBS to be held this year, now Director. Technical Education will be the competent authority.
Union Human Resource Development Ministry has decided to hold one CET for engineering admissions in the country. Central Government has made it clear that states can either conduct their own CET or can participate in JEE. As Supreme Court had already said that there should not be multiplicity of tests. Central Government feels that with this only test, money and time of students will be saved. All the suggestions given by study group were accepted and State Government has decided to participate in JEE from 2014-15.
The implementation of examination will include:
■  First engineering admissions will be held as per JEE in 2014-15 as per me marks in entrance and marks secured in Class XII.
■ The marks in JEE (mains) and marks in Class XII will be given 50 per cent weightage. The final merii list will be prepared by the marks in both examinations.
■ The valuation of the marks secured in Class XII in various hoards will be done as per the normalise percentile system of Indian Statistical Institute.
■ There are two pans of the examination of JEE as JEE (mains) and JEE (Advance). The marks of JEE (mains) only will be considered, no marks of JEE (Advance) will be considered.
■  While deciding the weightage of Class XII, the marks of Physics, Chemistry and Mathematics only will be considered.
■ Students should secure at least 50 percent in Physics. Chemistry and Mathematics. It means that less than 50 per cent marks in PCM will not do.

ICAR boss moots for improved teachers' role in fast track research

The National Agriculture System is in for a big change with strengthening of the state agriculture universities through a finely designed Science Technology Engineering Agriculture Management (Steam) system. 

Elaborating on the proposed and improved systems in the next plan here on Sunday, S Ayyappan, the director of the Indian Council of Agriculture Research ( ICAR), informed that model technology demonstration farms will be one of the major activities to support the farmers and attract them towards scientific agriculture. He was speaking after laying the foundation stone for an examination hall which would be constructed at the Maharashtra Animal and Fishery Sciences University (Mafsu) campus from a grant of Rs 1 crore released by the council. 

Nagpur University disaffiliates CIIMC courses

The Nagpur University finally took action against Central India Institute of Mass Communication (CIIMC), after TOI on July 19 reported about how it was sleeping over the issue of bogus colleges and courses. Board of College and University (BCUD) director Arvind Chaudhary has disaffiliated as many as 10 courses run by CIIMC on Friday after getting final approval from vice-chancellor Vilas Sapkal.

A copy of Chaudhary's letter given to CIIMC, managed by Sunil Mishra who is one of the convicts of infamous fake marksheet and revaluation scam that rocked NU about a decade back, is in possession of TOI. It clearly stated that affiliation to 10 courses stood cancelled for the academic year 2011-12 as the college failed to renew them after getting permission from the government to start them on June 5, 2006. The college failed to start them in 2006-07 and 2007-08 and therefore the permission given initially for two years has lapsed.

Nagpur University yet to get full-time teachers for its new course

Strange are the ways of the Nagpur University. It takes four years to start a degree course after the sanction, but without any full time teachers. Moreover, it does not hesitate to run the course with 25 visiting faculty and prefers to take pride in the claim that their curriculum is one of the best in the country.

University Grants Commission (UGC) sanctioned the 'Molecular biology and genetic engineering' Masters course to the university way back in August 2007. But the university launched it in the current academic session as a two year four-semester course and yet it does not have a single full time teacher for it. And sadly enough, there are not many takers for the course. Despite a few botany students moving into the new subject, there are only 13 admissions so far out of the sanctioned 30 seats.

Adding to it, the course will basically be run in the botany department, using its infrastructure as the university is yet to sanction the building plan and buy the instrumentation for conducting the course with required quality. However, director of the Board of College and University Department ( BCUD) and botany department head professor Arvind Chaudhary says that it is one of the best courses the university is offering in life sciences with the best possible syllabus and the only credit based course.

Major scam unearthed in SBI main branch

: A major scam worth over Rs 1.35 crore was unearthed some months back in the city's main branch of State Bank of India. An official at the Kingsway branch allegedly siphoned off money from accounts of Non-Resident Indians (NRI) to an account operated by him.


The bank only recently filed a complaint with the Central Bureau of Investigation (CBI), naming as accused a senior official heading the NRI section - Anup Rajurkar. The complaint also names some unknown persons, probably officials from the same branch. Bank sources said the scam may be worth more than what was projected, since full details of transaction are yet to be ascertained.


SBI Kingsway branch's deputy general manager (operations and credit network-III) Dilipkumar Poddar confirmed the development and said Rajurkar has been suspended by the bank ever since the scam broke out. "We've approached the CBI to inquire into the issue since the embezzled amount is over Rs 1 crore. Simultaneously, bank's parallel enquiry is also underway," he told TOI.


He added that since the siphoning of funds was over many years, it was not possible to specify the exact amount and how many officials were involved.


Interestingly, the bank opted to file a complaint with the CBI, and has not yet lodged an FIR against Rajurkar at any police station.


A source in the CBI anti-corruption branch said the possibility of the involvement of other employees can't be ruled out considering the fact that the amount was huge. "Though the misappropriation was detected earlier, the complaint was filed in April against Rajurkar and others. We're probing all aspects. SBI officials estimated the misappropriated funds at Rs 1.35 crores, but the amount may go up as many NRIs had accounts in the bank," he said.


CBI sources said Rajurkar was the only official in the NRI accounts section and allegedly used to provide fake receipts to clients who deposited money. He then transferred those funds into his own accounts. For that purpose, he had activated a dormant account in the name of his relative. He had also procured an ATM card of his relative's account and after siphoning off the money into that account, he used to withdraw it through ATMs.


Bank sources said that the embezzlement was detected last year, but the bank officials deliberately kept the issue under wraps to escape ignominy. Ironically, the accused had gained the trust of all senior officials and no one had suspected he was up to no good. He was also provided with vital security details, like the bank's password, since other senior officials had hardly any knowledge about NRI accounts. The processes in NRI accounts are a bit complicated since money is deposited in currencies other than Indian rupee. Taking undue advantage of the situation, Rajurkar allegedly diverted a fortune worth crores meant to be deposited in NRI accounts.


The issue was kept strictly confidential even after a team of senior officials from SBI branches in Mumbai and Delhi visited the city to enquire into the misappropriation of funds.


Moreover, Rajurkar is also believed to be very close to top BJP office-bearers in the city. So, he also exerted political pressure on SBI not to disclose his name or take any coercive action against him. Rajurkar couldn't be contacted for his comments, however sources added that even the bank wanted to shield its senior officials and therefore did not file a police complaint till date.

Accounting Wizardy


The mastermind in the SBI fraud ensured that all the accounting entries were right when he pocked some money from an account. If a NRI came to create a fixed deposit, he would accept the funds and also issue a fixed deposit receipt. An entry would also be made in the 'nostro' account at Kolkata, where the foreign exchange transactions are recorded.


He later activated a dormant account of one of his kin and slowly the amount received from the NRI was transferred into this account through various entries crediting the sum. This continued over a period time, say sources. Further investigations into the type of entries through which the NRIs' money came to be diverted to other accounts is still under way.

'I will work to highlight UPA govt's feats'

When prime minister Manmohan Singh reshuffled his cabinet earlier this month, Congress president Sonia Gandhi appointed in-tandem city MP and senior leader Vilas Muttemwar as general secretary of the All India Congress Committee the same day. The seven-term MP feels his three-decades of service to the party has been recognised by giving him such an important organisational post which will provide him chance to participate in the party's highest level decision-making body - the Congress Working Committee (CWC). "This new role brings with it new responsibilities and I will work hard to strengthen the party," says Muttemwar in an interview. Excerpts:

Q: What are the tasks before you in the new assignment?
A: For the last few months all the energy in the party has been used in clearing its name as allegations of corruption in cases like 2-G spectrum allocation and Commonwealth Games piled up. No doubt, the government has initiated swift action at the highest level. Top politicians were arrested and are facing legal action. In this melee, the party has not been able to present to the people at large the positive achievements.

For instance, the food security Bill is a huge step forward as a welfare state. It will provide 7kg foodgrains to a person from below poverty line at as cheap a price of 3 a kg of rice and, 2 for wheat and 1 for jowar. This will ensure that no one in the country goes to sleep hungry. The next step will be to strengthen the public distribution system with people's participation. NREGA is now being implemented in every district providing 100 days' employment to a person seeking work. Right to education brought with Soniaji's initiative is a big achievement for the nation. All these positives of the UPA government need to be highlighted and that will be my priority.

Q: There is a perception that you have been given the party post with 2014 election in view when BJP national president Nitin Gadkari is likely to contest from Nagpur?
A: I don't think such equations are ever considered by the party. Moreover, Nagpur Lok Sabha seat is a Congress stronghold. Despite the RSS being headquartered here since 1925, the BJP could win the seat only once and that too because the candidate that time had a Congress background. People of this city are of secular mindset may be because Mahatma Gandhi was a major influence when he stayed in nearby Sewagram. So there is no reason for the party to worry about saving the seat. I am ready to face any challenge in the next election. I have always fought tough elections and won them.

Q: Will your new role be an advantage for the city you represent in Lok Sabha?
A: I certainly hope so. An important position in the party will help me in better access to the government and get things done. My priority for the city is to get the survey work for city's Metro rail network completed by 2014. Sridharan of New Delhi Metro project has identified Nagpur as feasible for metro. He has said in a recent report that all the cities with more than 20 lakh population should go in for metro rail for mass public transport. I have been pleading for last several years for decongestion of metropolitan cities like New Delhi and Mumbai by shifting headquarters of PSUs from there to cities like Nagpur.

I will also actively pursue with new railway minister Dinesh Trivedi on development of Ajni railway station as world class and on building a new railway overbridge at Ajni to replace the century old rickety one that exists. Mihan, of course, needs a lot of attention. Unless Shivangaon rehabilitation package with funds to back it is in place, the project cannot move ahead.

Following SC nod, MCI all set for common med exam

Now it is official. The common medical entrance exam will be conducted by the Medical Council of India from next year. The test will be called National Eligibility-cum-Entrance Test (NEET) and its core syllabus has been uploaded on the MCI website.


The council is now seeking feedback via e-mail (neet-ug@mciindia.org) till August 11 from the people in general. According to the MCI, the core syllabus of NEET has been prepared by the National Council of Educational Research and Training (NCERT), comprising physics, biology and chemistry.


On physics syllabus, the MCI says, "due care has been taken that it is not heavy and at the same time it is comparable to international standards. The syllabus provides logical sequencing of the subject matter with proper placement of concepts with their linkages for better understanding."


On chemistry syllabus, the MCI says, "the course is self-contained and broadly covers fundamental concepts of chemistry. An attempt has been made to see discipline of chemistry does not remain only the science of facts but becomes related to modern applications in the world around us."


The matter was pending in the Supreme Court, but on Monday it gave the final nod to MCI for conducting the exam from 2012. ADN Rao, legal counsel for a student in the case, said, "The final decision given by the Supreme Court is the best one possible. Students are being made to give dozens of exams which would now change. There is no question of anyone appealing against this decision at all. It is final."


Chandrakant Satija, regional director of a national coaching institute, went through the NEET syllabus and found that it was almost similar to the CBSE study material for std XI and XII. "After studying it in detail I would say there is hardly 5% difference between NEET and CBSE syllabus, and that too only in certain units of physics. But if you compare the NEET syllabus with Maharashtra state board then the difference is about 50% across all subjects," said Satija.


In the city, students who are taking coaching for the state's premedical test, MHT-CET, find themselves at the crossroads. Anshu Jaiswal, a student, said, "I was not sure which exam I should prepare for at all. I finally went in for MHT-CET. But with this news coming in I wonder if the state's exam will be scrapped. Also, I would now have to re-enrol at some other coaching centre."


Though the Maharashtra government has still not made its stand clear on the MHT-CET, legal counsel Rao feels states will have no option but to do away with their respective tests. "I am not sure how that part will be worked out but these other tests will be redundant," said Rao.
