राष्ट्रसंत तुकडोजी महाराज नागपूर विद्यापीठाच्या बीएससी प्रथम वर्ष प्राणीशास्त्र विभागाच्या प्रथम सत्राचा पेपर फुटल्याचे शुक्रवारी सिद्ध झाले आहे. हे कृत्य विद्यापीठात सक्रिय असलेल्या एका टोळीने केल्याचे उघड झाले आहे. परीक्षेच्या काही दिवसापूर्वी टोळीच्या हाती पेपर लागला होता. या प्रकरणावर विद्यापीठातील अधिकारी चुप्पी साधून आहे. परंतु लोकमतला २९ नोव्हेंबरलाच टोळीकडूनच पेपरमध्ये येणारे प्रश्न कागदावर लिहून मिळाले होते. हेच प्रश्न शुक्रवारी सकाळी बीएससी प्रथम सेमिस्टरची मूळ प्रश्नपत्रिका. जी शुक्रवारी परीक्षार्थींना देण्यात आली. पर्यवेक्षक नियुक्त झालाच कसा? ￭ शुक्रवारी सकाळी ९.३0 वाजता पेपर होता. एका केंद्रावर टोळीतील एक सदस्यच पर्यवेक्षकाचे कार्य करताना दिसून आला. त्याने पेपरसाठी पैसे दिलेल्या विद्यार्थ्यांना कॉपी करण्याची सुट दिली होती. या पर्यवेक्षकाला कुणी नियुक्त केले होते. त्याला हे काम सोपविण्यापूर्वी त्याची चौकशी का करण्यात आली नाही, यावरही आता प्रश्नचिन्ह उपस्थित होत आहे.

Universities in the State time to time take out 'Directions' and 'Ordinances' for administrative work. However, the 'Direction' culture in the State universities is going to end soon. According to information, the Governor's office has directed all the universities that all the 'Directions' should be first made to ordinances. Nagpur University has also received a letter concerning this direction.

According to information, Governor's secretary Vikaschandra Rastogi has written letters to all the universities concerning this. The letter stated that this direction be implemented as soon as possible.

Justice Bhushan Dharmadhikari and Justice P R Bora, at the high court here, heard the bunch of writ petitions filed by the managements of the 250 banned colleges and the issue of the permission to the students admitted by them to appear in the examinations for over little an hour, but real and substantial progress could not be made as the court noticed that the data in the charts prepared by the RTM Nagpur University and the originals of the same produced before the court, which were kept in a sealed cover in the court registry and opened after few days are at variance with the official copies of those documents made available to others With a view to set these doubts at rest, the court has given time till 2.30 pm tomorrow, to Sunil Mishra, who appears in person, to compare the copies of the "originals" with the court and the copies made available to him and report to the court, because his persistence in casting doubts on the intent of the varsity officials is much more than any one else.

After the departure of Dr V S Sapkal from the varsity scene, now there appears to be virtually very little or no difference between the two sides and they want permission from the court for more than 6,600 students to appear in the examination, by way of an order by it.They appeared to be tired of hearings now. On the other hand, the court pointed out again that it is not getting proper assistance from the university. The court stated that it is talking about those, who have given or giving instructions to the varsity counsel, which are not proper and adequate.

The varsity counsel intimated to the court that all the charts containing data regarding 250 colleges were prepared by its deputy registrar (College Section), Ramesh Bhelawi on the basis of the data compiled by the 12 clerks working under him from the 250 files with the university office. Now the university has nothing barring these charts to show, which it had produced before the Academic Council on March 4, 2014, in its meeting for taking decisions.This was teamwork by the RTMNU office staff, giving rise to it presumption of genuineness.These charts were prepared after following proper procedure.These charts were prepared after the court"s order of February 28, 2014.The court was informed that the compiled data-the basis for preparing charts is not available for perusal.

universities of its time, which boasts of producing some outstanding alumni including

former Prime Minister P V Narasimha Rao, the condition of RTMNU today is pitiable. In an interaction with Lokmat Times, city's students and teachers express their views and give suggestions to upgrade RTMNU. 

Dirty politics, 250 banned colleges, procrastinated convocation ceremony, delayed results, under-valuation and dilly-dallying tactics by administration, Vice Chancellor's resignation due to alleged conspiracy - the once-upon-a-time prestigious Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) is in a mess.

Seeing the degradation of the varsity, the Nagpur bench of Bombay high court had sought to know the reason for not appointing an administrator to take care of RTMNU's state of affairs. When divisional commissioner and acting VC of RTMNU, Anoop Kumar cleared the budget, audit and annual reports in the Senate meeting without any fuss, it became all the more clear that the varsity is in need of a strong decision-maker. Students, who are the worst sufferers in this muddle, are of the view that an efficient administrator rather than a typical academician should take charge of RTMNU.

"The university is on the verge of collapsing and we are in deep trouble. The elected members of Management Council and other bodies have their own vested interests, thus turning a Nelson's eye towards the hardships faced by the students. In this backdrop, we need a skillful and dynamic administrator who has the ability to get work done rather than giving false assurances all the time," said engineering student Shikha Gadgel.

Endorsing her views, commerce student Tanya Buchal said that strict discipline is needed in the university to set everything right. "How ironical it is that students, who should be guided by teachers, are demanding discipline from senior officials and academicians. Can there be anything worse than this?" she asked.

"Employees have lost confidence in the former VC. Now, we need a strong leader who can tame the statutory members of the body. These members have only catered to their private college managements and in the process, have compromised on the quality of education," she added.

Senior lecturer Rajesh Verma pointed out that around eight vice chancellors of different universities of the State are graduates of RTMNU. "The historic university has lost its sheen due to the wrong-doings of some corrupt officials. They have done nothing but brought disgrace to the prestigious university," he added.

WITH an eye on improving quality of technical education in country. University Grants Commission (UGC) has freezed entry of new engineering colleges. The UGC move may boost the decision of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) which has banned about 250 colleges without full time faculty and other infrastructure. UGC has asked universities across the country not to process applications from such colleges for the academic session 2014-15.

There was a big debate going on about the decision of RTMNU banning about 250 colleges functioning without full lime faculty and required infrastructure. All colleges are not technical institutions. But there is no tab on their spread. The issue was haunting the university. leading to resignation by its Vice-Chancellor. RTMNU was no exception as most of the universities across India were facing similar problem. Under Section 82 (I) of the

Maharashira Universities Act, 1994. an university prepares perspective plan as per the needs of the colleges under its jurisdiction. But most of the universities, under pressure of technical institutions controlled by socially and politically influential individuals, allegedly violate the norms allowing such institutes to flourish.

To curb such illegalities, the UGC has now taken a step forward with an aim to improve quality     of technical     education through the country.

The UGC Secretary, in his letter to Vice-Chancellors of all universities, has taken cognizance of data collected from All India Council for Technical Education (AICTEl which revealed a very alarming picture about future of new engineering colleges and reduced intake of students who are opting for other branches. In recent years, over 30 per cent seats in technical education remained vacant since even by lowering eligibility criterion, there was mismatch between number of seats and students due to oversupply.

Summer 2014 Examination pattern of the Rashtrasant Tukdoji Maharaj Nagpur University has virtually crumbled after a series of hassles and poor decision making on part of the varsity administration.

At first, the RTMNU examination delayed the results of most traditional courses to such an extent that it had brought other important tasks to a standstill. Now, the varsity has been causing a similar delay in declaring time-table.

The month of March has come to an end but there are still no signs of the time-table for courses with semester pattern examinations. As per norms it is mandatory for the varsity to issue the time table atleast a month before the examinations.

On the other hand, the examination department, in a notification has itself stated that all semester pattern examination would have to be completed before second week of April. According to this schedule the time- tables should have been issued by 15 March 2014.

It is being said that the delay in issuing time-tables may lead to postponement of examinations till May.

According to sources varsity officials are in a state of confusion over finalising the time-table.

Initially, officials claimed they were waiting for the dates of Lok Sabha elections to be announced. But it has been more than a fortnight since the Election Commission declared the dates for 2014 general elections.

Concerned about the delay, a number of students have been approaching the varsity office to enquire about the dates. But all efforts have been but in vein as none of the officials are willing to provide them any satisfactory reply.

The responsibility of issuing time- tables primarily lies upon deputy registrar of vocational courses Navin Mungle. But even he has been evasive on the issue.

What is more surprising is that students coming to enquire are not being allowed within the office from last one week. When Mungle was questioned in this regard, he refused to talk.

The courses of which examination time-table have not been issued include first, second, third and fourth semester of MA in all disciplines, first and second semester of BSc, engineering, MBA, law and several other courses Examination Summer 2014.

As many as 400 students of colleges banned from admitting students, have moved the High Court here. They have pleaded before the court for permission to appear for the Rashtrasant Tukdoji Maharaj Nagpur University's summer examination for the year 2014. The students have claimed that they were unaware that the colleges had been banned from admitting students thus they are not at fault.

The bench of Justices Bhushan Dharmadhikari and Pukhraj Bora heard the petition and has issued a notice to the State government, the varsity and the colleges in question. They have been asked to submit an affidavit before March 26.

The complainant are students of Radha college, Reshimbagh, Arts and Commerce College Thadi Pavni and two other colleges.

The students had taken admission in a number of different courses including arts, commerce, library science, BCA etc.

It may be recalled here that as many as 250 colleges affiliated to the RTMNU had been banned from admitting students as the colleges were found to be operating without regular teachers.

Despite the ban the colleges had admitted students. The complainants have stated that the examinations have already commenced but they have not received admit cards. This important decision was taken in a meeting of the Board of Examinations of Rashtrasani Tukadoji Maharaj Nagpur University (RTMNU) held on Tuesday.Most of the time, it takes even five months to get the outcome of revaluation. It hampers the chances of students to go to higher class. If student raises any question, university authorities points out that revaluation was facility and not necessity. Bui nobody has ever thought to reduce the time taken for the process of valuation except Dr Arvind Barhate. Dr Barhate is the stalwart of university who came to the rescue of university when it was in bad condition. He prepared a report to reduce the time of process of result and revaluation loo. Unfortunately, neither the regime of Dr S N P. nor the present one took any cognizance of that report. It was thought that if the condition of photocopying of answer-sheet is removed then time might get saved. The decision was pending. Bui in Tuesday's meeting finally it got cleared. The decisions regarding action recommended by Disciplinary Action Committee (DAC) against those involved in various malpractices were place in the meeting and BoE took final decision. Issue of exam reforms was also discussed.

AGAINST the backdrop of unresolved issue of 250-banned colleges, a meeting of Academic Council scheduled on Tuesday is said lo be crucial. As High Court, in the recent judgement, had fired members of Academic Council for not turning up in the meeting, now everybody will remain present in the meeting and nobody would boycott it. it is expected.

The Manacement Council meet was boycotted on Saturday by most of the members to raise their demands. Now. Vice-Chancellor Dr Vilas Sapkal has come out with a solution, it is learnt.

High Court, in its judgement, had clearly stated that it hoped Academic Council would discharge its obligation to the university and to the students.

It is speculated that the academic council might come out with the a solution wherein the colleges which have one teacher would he given six month's time. The students would be allowed to appear in die examination commencing from March 5. There are 170 colleges which have completed 10 years and running sans full time faculty should be affiliated permanently.

The remaining colleges can be given some time period lo start procedure of recruiting teachers.

Mahendra Nimbarte. Member of Management Council is of the opinion that the colleges can be asked to submit the progress regarding teachers recruitment, colleges should submit report with affidavit that they would complete the procedure within certain period, the university should accept the same and allow students to appear in die examination, the university should give college the ultimatum if they don't complete the process within time-frame they would be put in the list of the banned colleees.

THE Council requests 10 adopt a uniform pattern and conduct examination of all faculties in the similar pattern. All students should he provided preparation leave of at least two days and the same shall not exceed 4 days between each examination in any circumstances for the following reasons:

•  1. The examinations with short duration of leave do not provide sufficient time for students to complete their provided syllabus. The students of various faculties like Law. Science Arts etc with ample subjects and content arc the worst sufferers.

• 2. Students go through extreme stress and pressure during this time for performing well in exams only because of insufficient time for exam preparations.

•  3. On the other hand students who are provided long preparation leave at the time of examination are more in trouble and dilemma.

• 4. The long holidays provided between the examinations only adds to the woes of the students. This not only consumes the vacation and festival period of students, it affects the upcoming academic calendar of the college and the atmosphere at their homes also.

• 5. Students fail to concentrate on their studies due to lone stretch of exams. It also leads to strain, anxiety and exam nervousness contributing to their poor performance.

• 6. Practically speaking, students arc not the only sufferers; the parents, teachers, colleges all become victim of this unwanted mismanagement by the university authorities.

•  7. Conducting exams with the help of a pre-determined schedule will not only help students. It will also help university authorities to declare results on time and give students a reasonable time to study and expect their results.

RASHTRASANT Tukadoji Maharaj Nagpur University (RTMNU) is witnessing major change in critical post with Director of Board of College and University Development (BCUD) Dr A D Chaudhary abruptly proceeding on medical leave. Dr Pradip Kundal. Head of Geology department has been asked to look after the charge of Director BCUD. This is a very key post and considered as extremely important to smoothly run the affairs of RTMNU.

From past some time. Dr Chaudhary was under fire from college management's for inept handling of banned college issue. He came under scathing criticism during the meetings of Management Council and Senate since BCUD had prepared the controversial list which mysteriously omitted name of some colleges without a single approved teacher and this fact never surfaced from RTMNU's side during court proceedings.

The issue of 250 banned colleges and resultant fiasco of 100th convocation has shifted focus on role played by each player including Vice-Chancellor and his key advisory. BCUD being the body responsible for affiliaiion. granting permission to new colleges, inspection and rcsul-lamly to oversee that college function as per norm. It was failure of BCUD which brought ignominy to RTMNU and big-wigs of University politics were furious with functioning of BCUD and particularly Dr Arvind Chaudhary. Vice-Chancellor Dr Vilas Sapkal. Pro-VC Dr Mahesh Yenkie too were under tremendous pressure to improve the situation. To make matters worse, Dr Chaudhary proceeded on leave and his absence during Senate meeting was noticed by all. Dr Vilas Sapkal. Vice-Chancellor, somehow had to manage the show single-handedly.

Dr Chaudhary who turned 60 in November 2012 got an extension of 2 years as per the rule brought by Government of Maharashtra to provide the solution to scarcity of teachers. This extension was given to Dr Chaudliary as Professor in Post Graduate Department of Botany. But university bestowed upon him the responsibility of BCUD Director which according to sources is the sheer violation of new rule. His salary was being drawn as Professor. According to sources, somebody in Secretariat alerted Dr Chaudhary that it would put him in further trouble and Government may recover the money from his pocket. Dr Chaudhary is likely to apply for Voluntary Retirement Scheme or may join as Professor in Botany Department for his remaining tenure of 11 months.

After receiving tlie indications that Dr Chaudhary may not join back, university began the search for new BCUD Director. The first one on the radar was Head, Post Graduate Department of Statistics Dr S P Kane. Sources disclosed that even university had issued his order, but Dr Kane declined to accept the post, it is learnt. University then asked Dr K S Bharati and then Dr A M Khurad as well. but. both of them did not accept the offer. Finally it was Dr Kundal who is considered as positive resource of university, accepted the post. Dr Kundal presently is doing a fine job as Director of Technology Park. He will be handling the department which is under scanner presently with ban on 250 colleges is haunting university bosses.

शुक्रवारी नागपूर विद्यापीठाच्या विद्वत परिषदेच्या बैठकीत महाविद्यालयांना देण्यात येणारे वाढीव संलग्नीकरण, अभ्यासक्रम व विद्यार्थ्यांच्या बाबतीत महत्त्वपूर्ण ठराव मांडण्यात येणार आहेत. त्यातच आता ई-सुविधा मिळविण्यासाठी प्रत्येकी ५0 रुपये अतिरिक्त शुल्क लावण्याची शिफारस विद्वत परिषदेत ठरावाच्या माध्यमातून येणार आहे. ई-सुविधा पुरविण्यासाठी महाविद्यालयांकडून ५0 रुपये शुल्क आकारण्यात येते. हे शुल्क विद्यार्थ्यांकडून वसूल करावे, असा ठराव विद्वत परिषदेत मांडण्यात येणार आहे, असे सूत्रांनी सांगितले. राष्ट्रसंत तुकडोजी महाराज नागपूर विद्यापीठात अर्ज दाखल करणे, निकाल इत्यादीसाठी ऑनलाईन प्रणालीचा उपयोग करण्यात येतो. 'एमकेसीएल'कडून ई-सुविधा पुरविण्याचे काम केले जाते. मात्र कंपनीची सुविधा नावापुरतीच आहे. महाविद्यालयातील अपुर्‍या सुविधा, भरमसाट वाढ झालेले शुल्क अन् मूल्यांकनाचा खालावलेला दर्जा यात अगोदरच विद्यार्थी हवालदिल झाले आहेत. त्यातच आता अशा आशयाचा प्रस्ताव येत असल्याने प्राधिकरण सदस्य हे विद्यार्थ्यांच्या हितासाठी बैठका करतात की महाविद्यालयांच्या, असा प्रश्न निर्माण झाला आहे.

RTM Nagpur University has signed a Memorandum of Understanding (MoU) with Dev Sanskriti Vishwa Vidyalaya, (DSVV) Hardwar to promote exchange of students and teachers for research and study.

In a press meet held on Thursday, RTMNU's vice-chancellor Dr Vilas Sapkal informed that the MoU is being signed on the prospect that both the institutions will collaborate on developing joint academic courses and common research projects. "DSVV shall extend support for providing short-term training programs in the area of Yogic science, Yagna therapy, spiritual therapy, life management and Indian culture. SHORTAGE of qualified teachers in affiliated colleges or departments run by University will soon he a passe with Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) opting for on-line leaching mode for all college students. The lee-mres and tutorials will be recorded and uploaded on RTMNU's official website www.nagpuruniversity.org and can be accessed by any student. In the first phase, die RTMNU has decided to utilize services of highly respected and eminent academicians on key portions of all subjects in faculties of Social Sciences. Commerce, Science. Law, Management. Scholars who had authored books on social sciences and humanities will he requested to render their services. Similar pattern has been adopted by Indira Gandhi National Open University (IGNOU) for Us distance mode courses.

The RTMNU which is lacing acute problem of qualified teachers in every faculty, has also decided to adopt this on-line mode in addition to traditional teaching method. Colleges will be requested to beam these lectures tor the benefit of all students and even faculty members.

According to sources. Vice-Chancellor Dr Vilas Sapkal granted his approval to this novel idea. Colleges have been asked to submit list of serving teachers who are in demand and arc known for their erudition.

Recently. 250 colleges faced the trouble and were denied permission to admit any students since they had not a single teacher. Following tough stance taken by the High Court, the RTMNU was forced to virtually black-list these colleges asking students not to take admission and denying them permission to admit students. There are hundreds of other colleges and most of the departments run by RTMNU itself are running without sufficient number of qualified teachers.

The RTMNU had initially mooted three year old idea of appointing ad-hoc teachers on yearly basis to tide over the crisis. But the State Government refused to dilute the standards and relax the norms laid down by the University Grants Commission, forcing RTMNU bosses to go for some out-of-box solution.

Rashtrasant Tukdoji Maharaj Nagpur University has finally taken the decision to implement ATKT (Allowed to Keep Term).

The varsity has even issued a notification in this regard. The students would be given provisional admission in to the next term after agreeing to the conditions of the examination and submitting signed stamp paper worth ` 100. It may be noted here that engineering students had launched a massive agitation and had even gone on an indefinite strike for the demand of carry on examination. The work of the university had also been affected by these protests, to a great extent. Varsity officials had assured that a solution would be found, however the students continued on their protest.

It is to pacify students that the university finally agreed to give them provisional admissions in the next term. According to the notification, students would be given admission into the fifth semester. They would also be allowed to appear for examination but only after they cleared atleast two third of their examinations of the previous years or semesters. Similarly students would also be given admission into the seventh semester as well after submitting signed 100 Rs. stamp paper.

विद्यापीठाशी संलग्न असणार्‍या अभियांत्रिकी महाविद्यालयातील अनुत्तीर्ण विद्यार्थ्यांना 'कॅरिऑन' मिळावा यासोबत निरनिराळ्या मागणीसाठी विद्यार्थ्यांनी जोरदार आंदोलन केले. या आंदोलनामुळे विद्यापीठाच्या कामकाजावरदेखील फरक पडला होता. यानंतर विद्यापीठाने नियमांशी तडजोड करून २00१ च्या योजनेनुसार 'एटीकेटी' देण्याचा निर्णय घेतला. सोबतच त्यांना पुढील वर्षात प्रवेश देण्याची सवलत देण्यात आली असल्याचा निर्णय घेण्यात आला होता.त्यानुसार याबाबतची अधिसूचना लवकरच काढण्यात येणार असल्याचे सांगण्यात आले होते. तब्बल दहा दिवसांच्या कालावधीनंतर विद्यापीठाने रोजी संकेतस्थळावर अधिसूचना जारी केली आहे. या निर्णयाचा फायदा बी.आर्क., बीटेक, बी.ई.च्या हजारो विद्यार्थ्यांना होणार आहे. ACADEMIC Council of Rashtrasant Tukadoji Maliaraj Nagpur University (RTMNU) on Sunday approved the scheme to provide major respite to engineering students without providing full carry-on as demanded by a section of agitating students. This scheme will he called as "complete curriculum." The scheme based on an old notification dated September 10. 2001 permits partial carry-on for students and they are allowed to keep term (ATKT). According to this scheme, students who could not clear papers of III-IV and V-VI semester* would gel admission in 5th and 7th semester respectively. They can complete their term work but can appear in those examinations only after clearing papers of their previous semesters. The students would get five attempts to clear the semester with old course. If they tail, then they will have to go for new course.

The board of studies on Saturday also endorsed the formula finalised on August 29 in the meeting of various authorities and representatives of various students organisation. A seven-member team headed by former Dean and member of Management Council D K Agrawal prepared (he guidelines and details of scheme which was discussed by Academic Council and approved. This will benefit more than 3.00() engineering students and formula has been hailed by students organisations backed by major political outfits. However, some students organised under the banner of Students Organisation of Nagpur (STON) has opposed the formula and decided to continue their agitation and indefinite fast.

The students slammed RTMNU for late declare of results, improper valuation, inordinate delay in declaring revaluation results, reduction of excessive University fees. They also demanded RTMNU authorities to correct the improper and grossly delayed valuation and re-valuation process and to take responsibility for the academic harm caused to students by this alleged inefficiency. STON claimed that its representative was not allowed to submit a position paper to members of Academic Council. They demanded full carry-on citing AICTE rule and claimed that AICTE rules prevent students from appearing for their final (8th semester) examination unless they have cleared all precedent exams at least six months earlier. Keeping within this rule, full carry-on facility can be granted to students, permitting them to take admission into 5th or 7th semesters with the stipulation that they may appear for the 8th semester exam only if they have no backlog at the time of starting their 8th semesters.

TO END the stalemate between agitating engineering faculty students who are demanding carry-on facility and Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) authorities who have clearly ruled out such a relaxation which is illegal and impermissible, the Bharatiya Janata Yuva Morcha (BJYM) activists have suggested a via-media citing a decade old formula of "allowed to keep term" (ATKT) applied in 2001 to tide over similar crisis. On September 10, 2001. RTMNU had issued notification making it clear that some leniency was being shown to students since from next academic session, the university had decided to switch over to semester pattern. It was not carry on. but an exception to help the aggrieved students who were unable to clear their papers. On the same lines. BJYM has demanded allow to keep term.

Most of the political parties and their students wing have supported the carry-on demand and also visited the agitating students near Samvidlmn Square. But they have not shown any flexibility, leaving no chance for any negotiations. RTMNU authorities while expressing sympathy with students had ruled out carry-on stating that value of degree would go down and such a move would be rejected by AICTE and courts.

NCP youth leader Ami Londe blamed RTMNU for the mess and stated that authorities did not stiek to time-frame and students received revalued answershects after their next examination commenced. Under acute stress and pressure, the students scored poorly. Even quality of valuation is questionable and during last occasion, the High Court was forced to step-in to provide succor to students, he stated while appealing RTMNU authorities not to make it a prestige point and consider the demand.

Maharashtra Navnirman Sena (MNS) students wing led by Shiv Sena activists. BAMSEF. INSAF. STON and others are continuing with their agitation including hunger strike, ghcraoand demonstrations flaying RTMNU authorities for overlookine their demand and for allegedly mining their career.
