there is a reason to smile for students who could not clear Graduate Aptitude Test in Engineering (GATE) to take admission in MTech. at Maharashtra's Directorate of Technical Education (DTE) has decided to conduct Common Entrance Test (CET) too for such students.

Till now, students have to clear GATE to get the admission to M Tech. They did not have any option than to clear the GATE. Considering that most of the students should get a chance to do post graduation in engineering. DTE has taken this decision.

Now the students who could not clear GATE can appear in CET to he held in last week of May or by June 16. The syllabus of CET will be parallel to GATE. The examination will be of 100 marks and duration of time is 1.30 hours.

The notification is expected to be issued soon. Apart from this, the admissions for M .Tech will be conducted through Centralized Admission Process (CAP).

"The '50-50' subjective and objective examination pattern would prove to be the real test of knowledge of the students. The students will have to do a thorough study of the subject for this. It will help the students learn a lot," said Vice Chancellor of Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) Dr Sidhharthvinayak Kane on Wednesday.

Dr Kane paid a visit to Lokmat office. While speaking to the editorial team, Dr Kane shared his vision for the university.

Dr Kane said that having prior experience as controller of examination and director of internal quality assurance cell (IQAC), he was aware of and closely understands the problems prevailing in RTMNU.

"The examination system has become outdated," stated Dr Kane. Therefore the universally accepted 50-50 examination pattern is the need of the hour and it can to a great extent solve the problems of the university and students.

The new pattern will give students an opportunity to write objective, elaborate answers as well as multiple choice questions (MCQs). Question papers will not be same for all the students. Questions will be different for all. A question bank will be made for this. In all Kane's mission is to bring in positive change in the examination system prevailing in the university.

Why should colleges oppose?

Questions may arise from college management on why colleges should conduct subjective exams. Dr Kane explained that engineering colleges conduct sessional or semester exams in their college before university exam is held. Likewise, it will not be problem for other colleges also for conducting ' subjective' exams in their colleges.

Every year, students of government schools are given free uniforms under the Sarv shiksha abhiyaan. The schools will reopen in June this year and the 83,226 beneficiary students will receive their uniforms on the first day itself. 

There are 1582 government schools in the district which majorly comprise ZP and NMC schools. The uniforms and stationery will be given to the students on the first day of school. Chief executice officer of Zilla Parishad Shivaji Jondhale approved a ` 3,33,00,000 proposal for the same.

Over 50,808 girls, 9,045 students from scheduled tribes, 8,419 from scheduled castes and 14,748 from BPL families will benefit from it. The government releases ` 400 per student for uniforms and the money is distributed to schools.

Justice Bhushan Dharmadhikari and Justice P R Bora, at the high court here, heard the bunch of writ petitions filed by the managements of the 250 banned colleges and the issue of the permission to the students admitted by them to appear in the examinations for over little an hour, but real and substantial progress could not be made as the court noticed that the data in the charts prepared by the RTM Nagpur University and the originals of the same produced before the court, which were kept in a sealed cover in the court registry and opened after few days are at variance with the official copies of those documents made available to others With a view to set these doubts at rest, the court has given time till 2.30 pm tomorrow, to Sunil Mishra, who appears in person, to compare the copies of the "originals" with the court and the copies made available to him and report to the court, because his persistence in casting doubts on the intent of the varsity officials is much more than any one else.

After the departure of Dr V S Sapkal from the varsity scene, now there appears to be virtually very little or no difference between the two sides and they want permission from the court for more than 6,600 students to appear in the examination, by way of an order by it.They appeared to be tired of hearings now. On the other hand, the court pointed out again that it is not getting proper assistance from the university. The court stated that it is talking about those, who have given or giving instructions to the varsity counsel, which are not proper and adequate.

The varsity counsel intimated to the court that all the charts containing data regarding 250 colleges were prepared by its deputy registrar (College Section), Ramesh Bhelawi on the basis of the data compiled by the 12 clerks working under him from the 250 files with the university office. Now the university has nothing barring these charts to show, which it had produced before the Academic Council on March 4, 2014, in its meeting for taking decisions.This was teamwork by the RTMNU office staff, giving rise to it presumption of genuineness.These charts were prepared after following proper procedure.These charts were prepared after the court"s order of February 28, 2014.The court was informed that the compiled data-the basis for preparing charts is not available for perusal.

Summer 2014 Examination pattern of the Rashtrasant Tukdoji Maharaj Nagpur University has virtually crumbled after a series of hassles and poor decision making on part of the varsity administration.

At first, the RTMNU examination delayed the results of most traditional courses to such an extent that it had brought other important tasks to a standstill. Now, the varsity has been causing a similar delay in declaring time-table.

The month of March has come to an end but there are still no signs of the time-table for courses with semester pattern examinations. As per norms it is mandatory for the varsity to issue the time table atleast a month before the examinations.

On the other hand, the examination department, in a notification has itself stated that all semester pattern examination would have to be completed before second week of April. According to this schedule the time- tables should have been issued by 15 March 2014.

It is being said that the delay in issuing time-tables may lead to postponement of examinations till May.

According to sources varsity officials are in a state of confusion over finalising the time-table.

Initially, officials claimed they were waiting for the dates of Lok Sabha elections to be announced. But it has been more than a fortnight since the Election Commission declared the dates for 2014 general elections.

Concerned about the delay, a number of students have been approaching the varsity office to enquire about the dates. But all efforts have been but in vein as none of the officials are willing to provide them any satisfactory reply.

The responsibility of issuing time- tables primarily lies upon deputy registrar of vocational courses Navin Mungle. But even he has been evasive on the issue.

What is more surprising is that students coming to enquire are not being allowed within the office from last one week. When Mungle was questioned in this regard, he refused to talk.

The courses of which examination time-table have not been issued include first, second, third and fourth semester of MA in all disciplines, first and second semester of BSc, engineering, MBA, law and several other courses Examination Summer 2014.

नॅशनल कौन्सिल फॉर टीचर एज्युकेशनच्या (एनसीईटी) निर्णयानुसार सर्व शिक्षणशास्त्र महाविद्यालयांनी नॅशनल अँसेसमेन्ट अँक्रेडिएशन कौन्सिलतर्फे मुल्यांकन व पुनर्मुल्यांकन करून घेणे बंधनकारक आहे. मुल्यांकन करून किमान 'बी' ग्रेड मिळविणार्‍या महाविद्यालयांनाच बी.एड.,एम.एड, बी.पीएड, एम.पीएड अभ्यासक्रम चालविता येईल. परिणामी विद्यार्थी मिळत नसल्याने बंद पडत असलेल्या शिक्षणशास्त्र महाविद्यालयांच्या अडचणीत आणखी भर पडली आहे.

बीएड.,एम.एड. अभ्यासक्रमास प्रवेश घेणार्‍या विद्यार्थ्यांची संख्या गेल्या काही वर्षांपासून कमी होत असल्याने ही महाविद्यालये बंद पडली आहेत. त्यामुळेच उच्च शिक्षण संचालनालयाने बीएड अभ्यासक्रमाच्या प्रवेश प्रक्रियेसाठी दोनच फेर्‍या राबविण्यास परवानगी द्यावी, असा प्रस्ताव शासनाकडे पाठविला आहे. त्यात प्राध्यापक व प्राचार्यांचे पदे न भरणार्‍या महाविद्यालयांची संलग्नता काढून घेण्याचा निर्णय पुणे विद्यापीठाने दोन वर्षांपूर्वी घेतला होता. त्यानुसार सुमारे १३ महाविद्यालयांवर कारवाई करण्यात आली होती. पुणे विद्यापीठाशी संलग्न असलेल्या शिक्षणशास्त्र आणि शारीरिक शिक्षणशास्त्र महाविद्यालयांची संख्या ११२ आहे. त्यात पुणे जिल्ह्यात ६१, अहमदनगरमध्ये २७ आणि नाशिकमधील २४ महाविद्यालयांचा समावेश आहे. या महाविद्यालयांना नॅक कडून मुल्यांकन करून घ्यावे लागणार आहे.

MAHARASHTRA Government has sanctioned a proposal for creation of 22 new posts in Slum Rehabilitation Authority (SRA). Nagpur. Chief Minister Prithviraj Chavan has cleared the proposal of SRA recently, and staff will be appointed on contract or deputation basis. The appointments on these posts will be completed by March 2014.

It may be mentioned that due to less manpower in SRA, the construction work was badly affected. This is an ambitious scheme of the Central and Stale Government and SRA Mumbai has constructed many QatS while Nagpur SRA had faced stiff opposition from slum dwellers as well as politicians.

SRA sought permission of State Government for creating 123 posts in Nagpur. Presently, only 10 officials and employees are working in the SRA. However, the State Government has turned down the proposal of SRA to appoint 123 persons. Therefore. SRA has given another proposal for creation of 22 posts and this proposal has been cleared by Chief Minister's office.

SRA has undertaken construction of 3.600 houses in 18 slums of orange city. The total cost of the project is Rs 175 crore awl currently. SRA is constructing 1,500 houses in different slums.

Sources claimed ihat only one officer is working on Secretary's post of SRA. He has heen on deputation from the State Government while other officers are not working in regular basis. The SRA has proposed appointments on deputation and contract basis. Authority has obtained loan of Rs two crore from Mumbai Slum Rehabilitation Authority in March 2007 for payment of this staff as State Government did not sanction establishment budget for SRA. The SRA Nagpur will return complete amount with interest to Mumbai SRA as per agreement.

The 22 posts includes- Secretary, Tehsildar, Assistant Director of Town Planning, TehsiUIar- city Survey. Steno. PA- Secretary, Administrative Officer. Assistant to Administrative Officer, two Clerks, two Executive Engineers. Assistant Engineer, Deputy Engineer. Account Officer, Assistant Account Officer, and four Peons.

The appointment procedure will be on circulation system and Municipal Commissioner and Collector had cleared the proposal. The permission of Secretary-Housing. Urban Development and Finance Department will be taken during winter session of Assembly.

But this year, not a single penny is paid due to which many colleges are facing financial crunch. The dues with the Government vary from Rs 80 lakh to Rs 5 crore to be paid to colleges.

Barring a few big colleges, other colleges are facing closure. In fact, some of the colleges are planning to sell the colleges to big houses. This year no organisation applied for new engineering college or MBA college. Many of them applied for closure for some of the branches. Scholarship amount pending differs from college to college, but it ranges from almost Rs one crore to five crore. Every year. over 30 per cent seats in engineering colleges remain vacant.

Already ii has 827 colleges affiliated. Will new 51 colleges, the number of total colleges will rise lo 877. Around 85 managements had submitted proposals of new colleges, sections, courses. Out of which, the proposal.colleges have been rejected. Apart from 51 colleges which got final approval, the proposals of 8 colleges out of 21 got approval for new branch, traditional courses in 18 colleges, professional courses in five colleges, new subjects in six colleges, sections in nine colleges.

PRIVATE colleges will no longer require permission of the All India Council for Technical Education (AICTE) to conduct MBA and MCA courses, ruled the Supreme Court on Thursday. The judgement by the apex court is a huge blow to the AICTE which made it mandatory for any college running MBA/MCA course affiliated to any university to seek its prior approval. This regulation, which was added under the AICTE Act by way of an amendment in the year 2000. recognised both MBA and MCA courses to be "technical".

The colleges had raised a legal objection that the AICTE Act being an enactment of Parliament could not be amended in year 2000 without being placed in Parliament. This argument was accepted by the court to knock off AICTE's jurisdiction.

A GIRL from Jaminu and Kashmir's Rajouri district is among the top five successful candidates who have qualified Indian Forest Service (IFoS) examination. 2012.

As many as 85 candidates, including 28 belonging to other backward classes (OBCs). 14 to the scheduled castes (SCs) and six to the scheduled tribes (STs). have qualified the exam. Shavcta Jandial. who hails from the border town of Rajouri under Jammu region, has achieved fifth position in the examination, according to the result declared on Tuesday.

The written examination for IFoS 2012 was held by the Union Public Service Commission in July last year and [he personality test was conducted in February this year.

The applications for this AFCAT were submitted from December 10, 2012 to January 8. 2013. Headquarters Maintenance Command (Unit). Air Force will conduct the test at KDK College of Engineering, Nandanvan. In the past too, KDK College of Engineering has been the venue for AFCAT. wherein large number of candidates have appeared for the test. A total of 5.740 candidates have registered for this test at Nagpur centre.

The tesl will be conducted in two shifts -- 10 am to 12 noon, and I pm to 3 pm. They should carry all requisite documents with them to avoid any inconvenience.

As there has been no response from the government, the Association has been forced to take up this step, informed Prof Deshmukh.
The Association is not against students' interest and had no intentions to make students suffer in any manner. However, the government's constant neglect of its demands has forced it to take a tough stand. It would never have resorted to such agitation had it not been very necessary this time, he added.
The Association has demanded lowering number of students per section in Class 1 111 wind 12th. implementing revised pay scales from 1996. grants to no-grant units, revising examination pattern for science stream etc. The Association has called junior college teachers to join stir and not to accept Board's orders for examination work.
