THE issue of banned colleges is still haunting RTMNU - Rashtrasant Tukadoji Maharaj Nagpur University. Now with deletion of 29 colleges from the list of 51 colleges which had made admissions less than 50 per cent, it is being asked that as to why university now deleted those names? University itself was saying that if it deleted the names then it would be a contempt of court, then how university removed it now claiming that it was under the frame of law?

The sources disclosed that a senior minister had asked university to at least remove those many colleges as a cover up measure. On the basis of the order of High Court of May 3. 2013, university displayed the list of 338 colleges on its website asking students not to take admissions in those colleges. Later on. one college listed at number 82 was removed but the number 82 was kept as it was. Out of those 337 colleges. 76 went to Gondwana University. The total number of colleges remained as 261. From these many colleges 27 colleges were removed and finally with the addition of some colleges the list of 258 was displayed. Somehow, the eight colleges too removed, (he reason best known 10 university.

Maharashtra State Permanent No Grant Basis College. Director Association has alleged that there were 78 colleges which too sit under this criterion and should have been included in the list of banned 250 colleges. The association raised the question as to why these colleges were not included' Why university now deleted the names of 29 colleges?

Advct. Standing Counsel of the university was firm on the opinion he had given that, no name of the college should be removed from the list. 

The association pointed out that the 78 colleges which were not included belong to bigwigs. University's own department including Travel and Tourism. Commerce (M.Com). Physical Education has not a single teacher. The Government run colleges that come under RTMNU including Forensic Science Institute. Model College. Gadchiroli. Regional Labour Institute have no teacher. Engineering Colleges (I2». MBA (6), Law Colleges (2) arc running sans teachers. Association has claimed that among those 250 colleges, there are 180 colleges which have already been closed down.

FOLLOWING cancellation of President of India Pranab Mukherjee's visit to the city. Rashtrasant Tukadoji Maharaj Nagpur University was left with no option but to re-arrange its 100th convocation schedule. The President of India was to grace die RTMNU convocation on November 16.

Now, to finalise the future course of action for organising the convocation, members of Management Council Dr Sanjay Khadakkar and DrDK Agrawal have sent letters to the university requesting to call emergent meeting of the council. 

Minister, Higher and Technical Education Minister about their visits to attend the event.

Nagpur Municipal Corporation will be holding its sesquicentenni-al celebrations in January 2014 with an insistence to have President of India as chief guest. Against this backdrop, it not yet clear if the university, too. decides on the same lines.

Vice-Chancellor Dr Vilas Sapkal and Board of College and University Development Director Dr A D Chaudhari are in Mumbai to discuss the issue with Governor K Sankaranarayaran.

Sources informed that tliev could not meet the Governor, hence, could not come to the conclusion.

पूर्वनियोजित कार्यक्रमानुसार येत्या १६ नोव्हेंबर रोजी विद्यापीठाचा १00 वा दीक्षांत समारंभ होणार असून, याला प्रमुख अतिथी म्हणून राष्ट्रपती हजर राहणार होते. मात्र नुकत्याच काही दिवसांपूर्वी राष्ट्रपतींचा हा दौरा अचानक रद्द झाला आहे. यामुळे विद्यापीठाच्या दीक्षांत समारंभावर प्रश्नचिन्ह निर्माण झाले. शेवटी हा तिढा सोडविण्यासाठी विद्यापीठाने उद्या व्यवस्थापन परिषदेची बैठक बोलाविली आहे. यात दीक्षांत समारंभावर सविस्तर चर्चा करून, पुढील भवितव्य ठरणार आहे.

AFTER President of India cancelled his visit to Nagpur. now the uncertainty regarding 100th convocation reigned supreme. University is keen to hold the convocation on November 16 when President was supposed to come.

The university is trying to hold the convocation on November 16. but it has to take permission for die same. The university had prepared itself to face the mega event. For the first time the convocation was scheduled to be held at University sports ground. The souvenir was lo be punished for which the (cam was working day and night The preparations were underway. Some people have expressed that holding convocation on November 16, is mandatory as per rule. But university authorities feel that they should go for the permission of higher authorities. Reliable sources said that Vice-Chancellor Dr Vilas Sapkal and Director of Board of College and University Development

Dr A D Chaudhari have been to Mumbai. The details of the discussion could not be known. The reason behind the cancellation of President's visit is still not clear but there was no reason found than the university fiasco. The complainant had clearly pointed out that if President attends the function then he had to face the music. Some of the senior members of Management Council had threatened to boycott 100th convocation. These might have been the reasons which resisted President from coming to Nagpur.

NOVEMBER 16 is a special dale in the calender of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU). One of the biggest universities of India will celebrate its 100th convocation and President of India Pranab Mukherjee will grace this very special occasion. Architect of Indian supercomputer Dr Vijay Bhatkar (incidentally a graduate of Nagpur University) will be conferred with Honorary D Litt.

The convocation function will be held at sprawling University sports ground, behind Law College campus on November 16 at 12.15 pm. The RTMNU has decided to project its major achievements in last eight decades before the President and also to showcase its most distinguished alumni. Hectic efforts are on to make this 100th convocation process a memorable event.

Since the time span is quite limited, the RTMNU. has re-organised the entire Convocation ceremony and has curtailed lengthy procedures. Toppers from even faculty will receive medals at the hands of President and this is indeed a matter of pride for meritorious students. Known for his scholarly speeches. President will deliver convocation address and academic circle here is quite eager to hear him. The function will end in 75 minutes by 1.30 pm.

Normally, convocation ceremony lasts for more than four hours. How to adjust customary procession of deans, declaration of medals award in such a short span ? University says, around 400 medals are distributed every year plus Ph.Ds are awarded. This time because of paucity of time. 3 to 4 toppers from each faculty will be chosen who will receive medals in main programme.

THOUGH Academic Council has passed two resolutions regarding removing the names of the colleges from the website. Rashtrasant Tukadoji Maharaj Nagpur University has decided to send them lo High Court. In absence of Vice-Chancellor Dr Vilas Sapkal, the Pro-Vice Chancellor Dr Yenkie handled the meeting in a tougher manner.

There is a ban on 250 colleges which are running sans full-time teachers and 51 more colleges which are having less than 50 per cent admissions. There was lot of discussion on this issue in the emergent meeting of Senate that was held on Thursday. In that meeting Adv Abhijeet Wanjari gave a fiery speech and demanded to resolve the issue then and there. Then the issuce came up in a meeting on Friday.

Members pointed out that the 22 colleges which had submitted the procedural details so the names of these colleges should be removed. Secondly the names of the 51 colleges having less than 50 per cent admissions should also be removed. These two resolutions have been passed on Friday. Dr Yenkie while chairing the academic council meet said that the university was taking decisions as per the order of High Court so these two resolutions would be placed before the honourable High Court.

On this year's Teachers Day, RTM Nagpur University has decided to present 'Best Teacher' awards in various categories.

In a press meet held on Saturday, RTMNU's vice-chancellor Vilas Sapkal informed that six teachers will be awarded in four categories including best teacher in social work, best scientist, best writer and best teacher. He further informed that a special committee of academicians was formed to select these teachers. "The teachers were evaluated on the basis of their minor and major research work, articles published in national and international journals, conferences and seminars attended and their association with NSS, NCC and other organisations," he said.

RASHTRASANT Tukadoji Maharaj Nagpur University (RTMNU) has issued notification regarding dual degree in Management (Masters degree in Applied Management (MAM)) in the faculty of Commerce.

The Board of Studies in Business Administration and Business Management in the faculty of Commerce at its meeting have approved the scheme of examination and by Hahus for the award of dual degree in management. Faculty of Commerce concurred with the recommendations of the Board of Studies in Business Administrations and Business Management in the Faculty of Commerce. Later on Academic Council has approved the recommendations made by the Board of Studies. These recommendations approved by the Vice-Chancel for proposed contents of the syllabus as well as the scheme of the examination.

After the consent from Dean. Faculty of Commerce, finally direction was issued. This dual degree course in Management course shall provide an Undergraduate degree in three and fourth years (BM/BAM) followed by a Master's degree in five years (MAM). The course shall be for a total period of five years spread over ten semesters.

For admission to this course, a student should have passed 12th standard examination and obtained at least 45 per cent (40 per cent marks for reserved category students) and should fulfill the eligibility criterion set by the relevant competent authority from time to lime. The institution which runs the course would have 60 seats. They can have 20 seats each from Science. Commerce and Arts respectively. In case of non-availability of students from one stream, remaining seats in that stream may be allotted to students from other two streams on equal basis. In case of nonavailability of students from two streams, remaining seats in that stream may allotted to students from third stream. Admission taken at the first year shall be admission 10 five year dual degree course and he or she will not he required to lake re-admission at any stage of me course unless he or she discontinues the course after third or fourth year.

TEACHERS strike may have affected result declaration system, but Rashtrasant Tukadoji Maharaj Nagpur University to some extent overcame it and tried to declare maximum results within 30 days. If the statistics of the declared results is compared with other universities then RTMNU has an upper hand. RTMNU conducts 880 examinations and declared Nagpur University Summer 2013 results of 379 examinations including engineering. Arts. Commerce. Science. Of 379. almost 216 results have been declared within 30 days. Its 501 results are under process. No other university despite having less examinations have performed such a well. It may be noted that most of the universities other than Nagpur do not conduct all the examinations. They only conduct final year examination, rest of the earlier examinations are conducted by the colleges on their own.

Dr Gauri Shankar Parasher had proposed in Academic Council to let colleges conduct their own examinations of first and second year, but no decision was taken. Had it been approved it would have benefited RTMNU easing the total load.

RASHTRASANT Tukadoji Maharaj Nagpur University (RTMNU) on Wednesday informed the High Court that Us Academic Council will lake a decision on colleges running without full-time teacher or principal. Most of the aggrieved colleges had sent their detailed representations and objection to RTMNU's move restraining them from admitting students

during current academic year due to shortage of qualified full-time teachers. The meeting is slated on July 15 and decision will be then placed before the High Court.

A division bench consisting of Justice Bhushan Dharmadhikari and Justice Atul Chandurkar then adjourned the hearing of petition filed by Sunil Mishra and bunch of petition filed by 51 college management's till July 17.

The petitioner claimed that colleges are running in violation of basic norm and questioned as to how can they impart higher education with out a till-time teacher or principal. Despite repeated notice by RTMNU. the college management's did not pay any heed, he claimed.

On ihe other hand, petitioner-institutions blamed RTMNU for overlooking their practical difficulties Of non-availability of qualified teachers. These institutions had informed to the High Court, that despite repeated efforts on their part, they could not find qualified teachers in adequate numbers. While voicing their grievance about paucity of qualified teaching staff, the petitioners have placed on record, through their petition, all developments regarding changes in qualifications from 1991 till dale. Most of the professional colleges and departments run by RTMNU and other universities also faced the similar situation. Advocate Bhanudas Kulkarni appeared for the petition cr-colleges. Advocates Purushoitam Patil (University) represented the respondents.

RASHTRASANT TukaUoji Maharaj Nagpur University - RTMNU is starting Post Graduation in Forensic Science. The course may start from the year 2014.

Forensic Science under graduation has begun at Institute of Science which has received fund from University Grants Commission (UGC) which has intake of 30. UGC had in its letter suggested that Post Graduation, too. should begin in the same course. Accordingly the meeting of adhoc board of studies of Forensic Science was held.

In the second meeting scheduled in next month, the course preparation and scheme of examination      would      be finalised.

AFTER the serious allegations were leveled against Maharashtra Knowledge Corporation Limited (MKCL) by Senate members. Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) Vice-Chancellor Dr Vilas Sapkal has constiluted a committee under [tie Chairmanship of Dr A D Chaudhary, Director of Board of College and University Development. The committee will evaluate the performance of MKCL and submit its report within one month.

The question regarding MKCL was raised by Dr Pramod Yeole. Most of the members while speaking on this issue alleged that the performance of MKCL was not upto the mark. Dr Yeolepointedout. "MKCL was supposed to start E-Suvidha facility.    A    Memorandum of Understanding <Moll) was signed between RTMNU and MKCL in the year 2006. The fees of Rs 50 is being charged from every student under E-Suvidha. According to university. E- Suvidha already began in the same year. As per die reply given by university, since then Rs 7 crore have been collected, but not a single penny was paid to MKCL."

To a question by Adv Manmohan Bajpai. the reply came from the university that il received the bills from MKCL but they were not paid. University did not cite any reason us lo why il did not pay the hill.

When Dr Yeole asked whether all the facilities mentioned in Moll have been provided by MKCL. no reply came from university. Dr Yeole him self read out for the members about the failure of MKCL in providing various services under E-Suvidha. Dr Yeole also pointed out that M KCL was functioning well as far as other universities concerned except RTMNU.

RTMNU. in last two convocations, did not find any suitable candidate on whom D Lin could have been conferred. Now it has decided to confer D Lilt on this Father of Param Super Computer. After approval from to the proposal in this regard by the Management Council, it will be put in the Senate for the final approval.

RTMNU summer examinations begin today

THE summer examinations of Rashirasam Tukadoji Maharaj Nagpur University (RTMNU) are beginning on Tuesday. The examinations are being conducted in five phases against the backdrop of teachers boycott on valuation work.

In the first phase, 70 Diploma examinations would be conducted, including language diploma courses. The second phase would begin from March 15 wherein most of the first year and final year examinations of various faculties would be held. The examinations include BA. BCom, BCCA. BSc. BBA, BSc (IT). Home Science. BSW, BPEd, BEd.

The third phase would commence on April 16 with 190 examinations including all engineering examinations from Semester I to X. in the fourth phase that would start on April 20, university will conduct 281 examinations. The Under Graduate and Post Graduate examinations of Law, Arts, would be conducted. Around 180 examinations have been planned by the university in the fifth phase that would be conducted in May. MBA, MCA. MArch. MTech. LLM. MPhil, MSc exams would he held in fifth phase.

JUSTICE Bhushan Dharmadhikari and Justice Prasanna Varale. at the High Court here, have ordered notice to the respondents - RTM Nagpur University Registrar and one of its Senate members. Sameer Kene. a resident of Ballarpur. to show cause in two weeks, in reply to the writ petition (lied by Guru Nanak Sewa Samiti. Ballarpur and its college. Guru Nanak College of Science against die University's order of December 18. 2012 communicated to the petitioners. Through the impugned order,the University has directed the petitioners to return the alleged excess fee to the concerned students within one month and tor indulging in alleged irregularity in collecting excess fee. The fine of Rs 50.000 has been also imposed on the petitioners. The petitioners have alleged that the University has issued this illegal order at the behest ol iheSGflttC Member. Sameer Kene. as the petitioners have not accepted his illegal demands.
The petitioner-institution had levelled serious allegations of black* mailing, corruption against said Senate member and also annexed a video-recording of high-handed and rowdy behaviour by Kene wherein the police personnel stood as silent spectators.
For the first year the students were asked to deposit Rs 16.500 as fees while second and third year students were asked to pay Rs 12.500 fees. The institution claimed dial Kene wanted the college to reduce the fees and later demanded an unofficial admission quota for himself, extraneous coaside rat ions and indulged in vandalism, when the said audacious demand was turned down.
The institution claimed that no student had lodged complaint against excess fee and accused Kene with lodging a false complaint, abusing his position as Senate member and forcing university to act against them. The institution has urged the High Court to set-aside decision of the RTMNU based on findings of the panel directing it to refund excess fees charged from students.
