BHEL Mundipar Project 2014


THE biggest investment to date of Bharat Heavy Electrical Limited (BHEL) got a big boost alter Maharashtra Government approved grant of additional incentives for its solar cell equipment manufacturing unit coming-up at Mundipar in Bhandara district. The first cabinet meeting of Maharashtra Government post lifting of election code of conduct saw clearance of the BHEL's demand. The cabinet also approved grant of status of mega project. The first of its kind of project in country for manufacturing of solar cells is coming-up at cost of Rs 2,731 crores and would ensure employment to 3,000 person.
Union Minister for Heavy Industries Praful Patel is credited with bringing this mega project to Vidarbha region.

The BHEL's project is first direct investment of Central Government in Vidarbha region and it can also help set-up of small scale industries in the region as ancillary units. This in turn could spur the industrial development in the backward region.
The BHEL's unit at Mundipar would manufacture silicon used in solar PV cells and solar PV modules which are base for solar phonological units. The project is also aimed ai promoting generation of green energy and MIDC has acquired and handed over 480 acres of land to BHEL. This project is expected to see an investment of about Rs. 1500 crores and funds is being arranged in form of subsidy from National Clean Energy Fund (NCEP) of Central Government.
Alongside the main unit. BHEL has also proposed setting-up of Rs. 500 crorcs fabrication unit which is in advanced stage. Here BHEL proposed to manufacture structural frames used in power plants.
The State cabinet at its meet on Wednesday also approved grant of additional incentives for the fabrication unit also. BHEL has paid Rs. 9.5 lakh/acre to acquire the land for Mundipar project. The compensation is one of the highest in the region and land acquisition was completed in a record time and BHEL has even floated tenders for machinery needed for its fabrication unit.

All India Radio will launch an outreach programme on Government's flagship schemes


COME new year. All India Radio will launch an outreach programme on Government's flagsihip schemes, including direct benefit transfer, where experts will give advice to the common man and in [urn get a feedback on the implementation of programmes at the grass root level.
The weekly 30-minute phone-in programme will be launched on January 4. 2014 and will continue for seven weeks. AlR's DG (News) told PTI here on Sunday.
"We have decided to launch this phone-in programme to create general awareness." she said.
The programme is likely to be broadcast on Saturday afternoons for greater listenership.

THE Maharashtra Administrative Tribunal (MAT) Vice-Chairman has partly allowed application of retired State Government employee from Wardha, for various allowances not paid till date, for die period of 15 mondis and 22 days, when he had worked at Nagpur and Kamptee.
The Tribunal has directed the respondents -State Revenue Secretary. Divisional Commissioner Collector Nagpur and Tahsildar. Narkhed to pay all allowances including local allowances as per rules and entiilemem during his tenure at Nagpur and Kamptee by treating these tenures as postings involving change in headquarters.
The employee was transferred from Narkhed to Nagpur on June 26, 2006 and also from Narkhed to Kamptee by the order of June 28, 2008. The employee's claims liave to be settled in 6 months after receipt of this order by the Authority. He has been refused interest for delay in payment as he has failed to make any claim in this regard.

UPSG test must for State officers to get promotion to All India Services


STATE civil services officers will now have to face a Union Public Service Commission (UPSC) lest and interview for their promotion to the three All India Services.
Till now. the selection of State Services officers into the three All India Services (IAS. IPS and IFoS) was being done on the basis of review of their seniority and Annual Confidential Reports (ACRs). The Ministry of Personnel recently changed the rules for promotion from State Services. The move was opposed by some States including Tamil Nadu.
The selection to IAS, IPS and IFoS from States' services will be made through a 1000 marks four-stage process including a written exam and interview.
As per new norms, a State Civil Service officer will have to face the written examination comprising two papers-- Paper I on aptitude test and Paper II on General Studies and State specific questions. In addition, there will be an interview and assessment of ACR by a board for such officers.

White Sands Kutch Rann Utsav 2013 - 2014

WHITE salt marsh, mesmerising sunrise and sunset and the colourful hues of Gujarati culture are drawing visitors by yards from India and abroad to experience the Rann Utsav here at the Indo-Pak border.
Kicked off this Tuesday, the two-month long festival presents to the world Kutch district's natural and cultural heritage.
The festival has already wowed people, young and old. first-timers and frequent visitors, who still flock to the seasonal salty marsh year after year.
During summer monsoon, the White Rann flat desert of salty clay and mudflats, an average 15 meters above sea level, located close to the Indo-Pak border in Kutch district, fills with standing waters.
It dries up from late December, thus offering a breathtaking view of the "white desert" under the open sky, a major hook for visitors during the festival.
Last time, about eight lakh visitors had turned up to witness the white Rann, a State tourism official said, adding that the footfall this time will climb up steadily as die festival progresses.
The fair offers an opportunity to people to witness the shining salty desert in its full glory, from sunrise to sunset to moonrise. apart from experiencing the life of camping in well-equipped luxury tents.
Young engineering student Anju Katarmal, from Bhuj district, who speaks Kutchi language, brought her friends from Sural to the festival and the Rann left them "spellbound".
"We have come from Sural and we are amazed and completely spellbound. Watching the sunset on the white desert was a very unique experience. We are going to come again next year,** said Jigna, a student of engineering .
But, il is not just locals who arc floored after watching the -white wilderness." foreigners and NRIs too have arrived to witness the saline beauty.
Sarah, a US resident, and her Indian-origin Nepali friend Kushal Harjani hitchhiked their way to the festival from Bhuj, along with a group of locals. "We saw the white desert in the day time. It is absolutely beautiful. Looking forward to seeing it at night." Sarah said.

MINISTER for Industries Narayan Rane. after giving ear to the plight of MIHAN Industries Association during interaction meeting at VIA on 18 December 2013. took up the matter of non availability of power at MIHAN SEZ with concerned authorities and called a meeting of MIHAN Industries Association along with VIA representatives. President of MIHAN Industries Association Manohar Bhojwani. apprised Rane about the looming threat of power disconnection of MIHAN SEZ in view of the intent to terminate contract notice given by Abhijeet Group to MADC for discontinuing the power supply to companies in MADC industries. It was told that in absence of no alternative arrangement closer of all export oriented units at MIHAN-SEZ would be imminent. Many industries would have to declare lock-out which would lead to loss of jobs of more than 10,000 technically qualified IT persons and professionals.
Realising the gravity of situation and urgent need of intervention Rane immediately arranged a personal meeting with Chief Minister Prithviraj Chavan. who is ex-officio Chairman of MADC. Chief Minister, assured to take up the power issue with the concerned authorities. He promised that no unit in MIHAN-SEZ would suffer and also assured that MADC was committed to make available uninterrupted power supply at subsided rates.

सरकार द्वारा पेट्रोल पंप डीलरांे का कमीशन बढ.ाने से आज पेट्रोल 41 पैसे प्रति लीटर व डीजल 10 पैसे प्रति लीटर महंगा हो गया. स्थानीय बिक्रीकर या मूल्यवर्धित कर (वैट) शामिल कर यह बढ.ोतरी आज मध्यरात्रि से लागू होगी. पेट्रोल पंप डीलरांे का डीजल पर कमीशन 1,089 रुपए प्रति किलोलीटर (प्रति हजार लीटर) से बढ.ाकर 1,186 रुपए प्रति किलोलीटर किया है. वहीं पेट्रोल पर डीलरांे का कमीशन 21 पैसे बढ.ाकर 1.95 रुपए प्रति लीटर किया गया है. पेट्रोलियम विपणन कंपनियांे ने पेट्रोल पर कमीशन में 21 पैसे की बढ.ोतरी के सरकार के फैसले के बाद इसमें 20 पैसे और जोड.कर 41 पैसे की वृद्धि की. दिल्ली में पेट्रोल का दाम फिलहाल 71.02 रुपए प्रति लीटर है, जो मूल्यवृद्धि के बाद 71.50 पैसे प्रति लीटर हो जाएगा. हालांकि, पेट्रोल की कीमत शहर दर शहर भिन्न होगी. वहीं दिल्ली में डीजल के दाम 53.67 रुपए प्रति लीटर से बढ.कर करीब 53.80 रुपए प्रति लीटर हो जाएंगे.

MAHARASHTRA Government has invoked MRSMA against medical stores through official notification. The Government is very strict about acting against agitating chemists under MESMA. The provisions of the said Act are stringent and hence chemists should not support strike and keep their shops open for common people, said Joint Commissioner of FDA (Nagpur Division).
Giri appealed to MSCDA not to take extreme step and advised it against compelling the Government to initiate stringent action. FDA has made elaborate arrangements for common people so that they get medicines even if strike lakes place. FDA has appealed to Civil Surgeons. Government Hospitals, NMC Clinics in the city, primary health centres, private hospitals etc to honor prescriptions of private medical practitioners and give medicines to people approaching them.
FDA also issued a list of emergency numbers of its officials in Nagpur Division and some numbers of medical stores that will not participate in the strike. The chain medical shoppe's like Medplus, Apollo etc will provide medicines to patients during strike period, said Giri. FDA has appealed to Indian Medical Association (IMA) and other associations of medical practitioners also to co-operate.
More than 500 medical shops will remain open during strike period and people should not panic in case they do not get emergency medicines as adequate arrangements have been made. 
FDA has sought police protection for chemists who arc not participating in the strike. People should directly contact FDA officials and ask for medicines.

THE technical institutions in Maharashtra started by private societies arc getting grants which are not enough to match the growing expenses on imparting education and maintaining high standards.
The grants sanctioned by the government have not been revised for several years. The institutions are getting only 905? of the salary grants making it difficult to pay salaries to the teaching and non-teaching staff, besides improving the physical infrastructure.
These institutions are expected to produce youth with technical qualification matching the global competition. However, imparting technical education in the era of fast changing technology, becomes difficult without additional financial support from the government, highly placed sources at these institutions have staled.
These government-aided institutions, 51 in number, have decried the stepmotherly treatment given to them. The government has been insisting on impart ing technical knowledge to the youth in the country. The private institutions imparting education in Ayurved and Unani medicines have been sanctioned 100% salary grants, neglecting these technical institutions.
Besides the salary grants only Rs 100 per student is given for developing libraries, This has also noi been revised, even when Ihe cost of books, journals and magazine are sky-rocketing. The institutions are demanding hike in this fees uplo Rs 500 per student.
The private non-granted institutions have been allowed to increase the fees through the Shikshan Shulka Samiti. However, these institutions have not been granted permission to revise the fees. Even the institutions run by the government have revised their fees. This has led to raising doubts on the intentions of the government.
If the problems of these institutions are not addressed soon they may face closure, which will be a great loss to the youth aspiring to prosecute technical education and start their own business.
To add to the problems the salaries are not released regularly. Even funds of persons who have retired from service on superannuation, have not been received. They are also facing the problem of their survival.
The Sevaarth' system started by the government with much fanfare, has remained on the paper only. The staff of these institutions were expecting speedy processing of their salary bills. However, this new system is not functioning properly.

Aam Aadmi Party (AAP) that put up a spectacular show in the battle for the 70-member assembly that presides over the fortunes of the capital.
Aam Aadmi Party leader Arvind Kejriwal has reason to hold on to that Gandhi cap. That cap and his party's aggressive campaign has seen his main votebank, the middle class, dust the Congress government of Sheila Dikshit out. Dikshit had won three terms as Congress chief minister from Delhi. Now, the Broom has cleaned the Hand - at least in Delhi.
As it became clear that the Congress has been relegated to the third position, it was the fight for the numero uno position between the BJP and AAP. At one time, it looked as though AAP would emerge as the single largest party before the BJP nosed ahead.

The most stunning defeat was of Delhi Chief Minister Shiela Dikshit who was trounced by 25,000 votes by AAP founder Arvind Kejriwal from the New Delhi constituency.

Conceding defeat, Ms. Dikshit submitted her resignation to Lt. Governor Najeeb Jung, who dissolved the legislative assembly and forwarded her resignation to President Pranab Mukherjee.

“I would like to thank everyone for their support. We will analyse what went wrong later,” Ms. Dikshit told reporters outside her house while declining to take questions.

She also acknowledged that her party had failed to gauge the popularity of the AAP, saying the party had behaved “foolishly” in misjudging them.

A shaken Congress president Sonia Gandhi and her son and party general secretary Rahul also expressed shock at the results.

“In Delhi, a great deal of work was done (by the government). But the results tell us something else. We will introspect and take steps to rectify it,” Ms. Sonia Gandhi said.

Mr. Kejriwal, who had claimed that he would defeat the three-time chief minister, got 44,269 votes, while Ms. Dikshit received 18,405 votes. BJP’s Vijendra Gupta stood at third position with 17,952 votes.

Result trends at 5 p.m., showed BJP was leading in 33 constituencies, the AAP was ahead in 27 seats and the Congress in 8. 

ne of the most exciting outcome among the five states that went to polls in November and December, the trends in the Delhi Assembly Elections has surprised many with the first time entrant into the electoral arena, the Aam Aamdi Party putting up a good show.

While the Congress was facing a huge anti-incumbency and had to face a tough fight from the BJP and Congress, the defeat of three-time Delhi Chief Minister Sheila Dikshit has come as a huge blow for the ruling party.

As per the trends at 6:30 pm, the BJP had 32 seats, AAP 28, Congress 8 and others 2. The fate of 810 candidates for the 70-member Assembly will be decided today.

The counting for the largest turnout in Delhi - over 66 percent - began at 8 am. A total 11,993 Electronic Voting Machines (EVMs) have been kept under high security in 14 counting centres across the city.

ISRO's Mars Orbiter mission on Sunday ventured out of Earth's sphere of influence for the first time in an attempt to reach the red planet's orbit. The critical man oeuvre to place the Mars Orbiter Spacecraft in the Mars Transfer Trajectory was successfully carried out almost an hour past midnight. Trajectory began at 00:49 hours, the spacecraft's 440 Newton liquid engine was fired for about 22 minutes providing a velocity increment of 648 metres/second to the spacecraft. "Following the completion of this manoeuvre, the Ha rth orbiting phase of the spacecraft ended. The spacecraft is now on a course lo encounter Mars after a journey of about 10 months around the Sun." the Bangalore-headquartered Indian Space Research Organization said in a statement. Transition from the Earth's final orbit before ils expected arrival in the orbit of the Red planet in September 2014. ISRO had performed five orbit-raising manoeuvres on its Mars Orbiter. raising the apogee (farthest point from Earth) of the spacecraft to over 1.92 lakh km, before it performed the "mother of all slingshots."
The spacecraft is being continuously monitored from the Spacecraft Control Centre at ISRO Telemetry.

DEBIT card holders will from tomorrow be required to punch in their PIN numbers every time they use the card, a move aimed at minimizing frauds.
In June, the Reserve Bank had extended the deadline for implementation of mandatory PIN punching at Point-of-Sales (PoS) and merchant outlets till November 30 following representation of banks. "Our back-end system is in place and we have made changes in all our PoS and merchant outlets to accept PIN (basically ATM PIN) from tomorrow." said Parag Rao. HDFC Bank's head card payment products and merchant acquiring service.
"We have around 3 lakh PoS terminals across the country," he said, adding that the bank had informed all its customers through all channels including SMS and mailers.
As part of awareness drive. SBI has in a notice asked its customers not handover ATM-cum-Debit card to any person.
It also advised the customers that they should not keep any records of the PIN in physical form. 

According lo a senior official of Canara Bank, the PIN is another layer of security for the debit card. First, merchants will swipe the cards at a PIN-enabled PoS terminal and punch in the transaction amount. That will be followed by customers entering their PINs to complete the transaction. As for credit cards, this requirement has been made mandatory for international transactions, including on the Internet. In such cases, users will have to replace their existing credit cards with the EMV Chip card and get a PIN.
Increased use of credit and debit cards has ted to rise in frauds, especially in the case of lost or stolen cards. Also, there have been reports of data on cards being compromised and cards skimmed/counterfeited.
To deal with this, the Reserve Bank asked banks to comply with all security features such as EMV (Europay, MasterCard and Visa) chip on cards, real time fraud monitoring system, use of PIN. limit on transactions and the like by November 30. The RBI had in September-2011 issued the guidelines for additional security features with a view to guarding card holders against cyber frauds and other misuse.

AN EXPAT Indian astronomer in Texas, who was one of the first humans to glimpse the Universe's most distant galaxy, is hopeful about the future of science in India and about India pitching in to build (he world's largest telescope. "I am optimistic about the future of science and education in India." Goa-born Vithal Tilvi told IANS in an e-mail interview, adding that investing in these spheres always reaped prospcrity. A post-doctoral research associate at Texas A&M University, Tilvi also lauded the Indian Government's initiative to invest, along with Canada. Japan. China and the US. in large facilities like the world's largest optical and infrared telescope that spans 30 metres.
Tilvi was pan of a team headed by noted astronomer Steven Finkelstein which sighted the new galaxy z8_GND_5296. They caught sight of it in infra-red light, after its light bounced off the orbiting Hubble Space telescope and a Hawaiian observatory after travelling 13.1 billion years.
