MAHARASHTRA Public Service Commission (MPSC) has postponed its examination to be held on May 7. to May 18. Due to this postponement. Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) has to postpone its all examinations scheduled on May 18.
After MPSC examination was postponed to May 18, students demanded university to postpone its all examinations to be held on May 18. Considering the demands by the students. RTMNU has postponed the examinations. The examinations will be held on different dates.

महाराष्ट्र राज्य लोकसेवा आयोगाच्या (एमपीएससी) गोंधळामुळे राष्ट्रसंत तुकडोजी महाराज विद्यापीठातील असंख्य विद्यार्थ्यांसमोर निर्माण झालेला यक्षप्रश्न अखेर दूर झाला आहे. एमपीएससी देणार्‍या विद्यार्थ्यांना अडचण होऊ नये याकरिता १८ मे रोजी होणारे विद्यापीठाचे सर्व पेपर समोर ढकलण्यात आले आहेत. यासंदर्भातील विशेष अधिसूचनादेखील विद्यापीठाने जारी केली आहे. या दिवशी ५0 हून अधिक निरनिराळ्या अभ्यासक्रमांची परीक्षा निर्धारित करण्यात आली होती महाराष्ट्र राज्य लोकसेवा आयोग (एमपीएससी) व राष्ट्रसंत तुकडोजी महाराज नागपूर विद्यापीठाच्या परीक्षा एकाच दिवशी आल्या होत्या. अनेक विद्यार्थ्यांसाठी या दोन्ही परीक्षा देणे अत्यावश्यक असल्याने, ते अडचणीत सापडले होते. एमपीएससीची राज्य सेवापूर्व परीक्षा ७ एप्रिल रोजी होणार होती. परंतु संगणकीय बिघाड झाल्यामुळे ती पुढे ढकलण्यात आली. नवीन आदेशानुसार १८ मे रोजी ही परीक्षा घेण्यात येणार आहे.

विद्यार्थ्यांना ही परीक्षा रविवारी अपेक्षित होती. परंतु शनिवारची तारीख घोषित झाल्यामुळे विद्यार्थ्यांपुढे खरी चिंता निर्माण झाली. याच दिवशी विद्यापीठाच्या अनेक अभ्यासक्रमांच्या परीक्षा आहेत व यात पदव्युत्तर परीक्षांचे प्रमाण जास्त आहे. विद्यार्थ्यांचे हित लक्षात घेऊन विद्यापीठाकडून १८ मे रोजीचे पेपर पुढे ढकलण्यात आले आहेत. संबंधित विषयांचे नवीन वेळापत्रकदेखील घोषित करण्यात आले आहे.

AFTER postponing 48 Summer 2013 Nagpur University examinations. Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) has proposed to conduct these deferred examinations from April 12. The proposal with new timetable would be placed before Board of Examination (BoE) in its meeting to be called emergemly for approval. The postponement of examinations had stirred up academic atmosphere as the students had become aggressive over the issue. On March 16, the University interacted with Principals of colleges who allegedly expressed inability to conduct examinations. On the same day. the University told media that it had no plans to postpone the examinations.

Within three days, on March 19. RTMNU Controller of Examinations also made similar statement during a meeting at Mantralaya. Surprisingly, on March 21, after an emergent meeting of BoE. RTMNU Pro Vice-Chancellor Dr M N Yenkie announced deferment of 48 examinations. This change of stand within two days left students confused and angry.

During last Senate meeting held earlier this week. Bharatiya Janata Yuva Morcha (BJYM) activists created ruckus over the issue. Before Senate meeting could begin on Saturday. Akhil Bharatiya Vidyarthi Parishad (ABVP) activists created ruckus. They raised slogans against RTMNU authorities and protested postponement of 48 examinations. They gained forced entry into the University Hall, raised slogans, damaged furniture in the hall. The cops arrested a few activists, and whisked them out of the hall.

The meeting, in which RTMNU budget was to be presented, resumed and the issue of postponement of examination came up for discussion. The third phase of examinations is commencing from April 15. RTMNU deferred 48 examinations that were to commence from March 23. Considering the situation on ground. RTMNU authorities came to a conclusion that the University should prepare timetable for conduct of deferred 48 examinations, adjusting them in the schedule for examinations in third phase. Accordingly, it was proposed to conduct these 48 examinations from April 12. keeping in mind the schedule for competitive examinations.

Now. the timetable will be placed before BoE in its next meeting for approval. Once BoE approves die revised schedule, the Nagpur University Summer 2013 examinations may be held from April 2012.

IN THE adjourned meeting of Senate held on March 25. the members hurled volleys of questions on the bosses of Rashtrasant Tukadoji Maharaj Nagpur University. To add fuel to the fire. Joint Director. Higher Education D B Patil threw a bomb when he informed the house that RTMNU had in Mantralaya already made it clear that it would not postpone examinations making RTMNU bosses dumbfounded. The real test of the same issue on cards when the regular meeting of Senate will begin on Saturday.

It seems that Senate meeting will be stormy. Most of the Senate members expressed anguish over the way the issue being by the RTMNU. Mahendra Nimbarte demanded that RTMNU should declare the schedule of the examinations that have been postponed.

He alleged whether RTMNU bosses are running the administration under pressure or they are unable to take proper decision.

Many Senate members alleged that university seemed to be working for the demands of teachers. They argued that when university was prepared with the alternate mechanism then why it has postponed the examinations? According to them the university's decision was confusing.

On March 21. this same university after holdingcnKTgcni meeting of Board of Examinations (BoE) declared that 48 examinations would be postponed.

In the GR dated March 20.2013. Government had made it clear thai using the powers under section 8 (4) of Maharashtra Universities Act 1994. it is directing universities to hold the examinations  It says, "In case of failure of the University to exercise powers or perform duties specified or where the university has not exercised such powers or performed such duties adequately, or where there has been a failure to comply with any order issued by State Government, it would issue a directive to the university for proper exercise of such powers or performance of such duties or comply with the order, and it shall be the duty of the university to comply with such direction. It further says that in case the university fails to comply with the directives, the State Government shall call upon the university to give reasons. If State Government is not satisfied with the explanation, it may refer the matter to the Chancellor for necessary action."

IN the GR dated March 20. 20I3. the Government had made it clear that using the powers under Section 8 (4) of the Maharashtra Universities Act. 1994. it is directing universities to hold the examinations. Dr Pramod Yeole read out the Section for members. It says. "In case of failure of the university to exercise powers or perform duties specified or where the university has not exercised such powers or performed such duties adequately, or where there has been a failure to comply with any order issued by the State Government, it would issue a directive to the university for proper exercise of such powers or performance of such duties or comply with the order, and it shall he the duty of the university to comply with such direction. If the State Government is not satisfied with the explanation, it may refer the matter to the Chancellor for necessary action.h Adv Manmohan Bajpai asked that whether university had submitted the report as per Section 71, the RTMNU remained unanswered. Section 71 says. "In case the university is unable to follow this schedule due to reasons and circumstances beyond its control it shall, as soon as practicable, submit a report to the Chancellor and to the State Government incorporating the detailed reasons for making a departure from the published schedule."

BOWING to the rising pressure by teachers' boycott on examination valuation work Rashtrasant Tukadoji Maharaj Nagpur University has decided to postpone 48 examinations. These examinations were scheduled to begin on March 23. On Thursday the emergent meeting of Board of Examination was held wherein the decision was taken. The major examinations which have been postponed include BA Part I, BA Final. BSc Pan I. BSc Final, BCom. BCom Computer Applications, BBA Part I to Final. BSW. BEd etc.

In the first phase that began on March 5, around 77 examinations were conducted. From March 23, the number of examinations scheduled are 48. These examinations were supposed to be held at 200 centres.

When asked about what measures or steps university had taken since it was aware about the boycott. Vilas Ramteke. Controller of Examinations, said. "The notices have been issued to the teachers, advertisements were published inviting applications from retired teachers of whose services could have been utilised for die valuation, meeting of Principals was held. When we realised that none of the solution is workable, we have decided to postpone the examination."

Ramteke said.

"University received about 150-200 applications of die candidates who were ready to do valuation work. Out of this, 60 to 70 teachers were eligible."

University feels that shouldering examination valuation work on inexperienced or outsiders was a bit risky.

RASHTRASANT Tukadoji Maharaj Nagpur University has decided to hold emergent meeting of Board of Examination (BoE) on Thursday. The timetable of examination may be changed as the pressure of teachers who have boycotted the valuation is on rise. About seven universities in the state have already postponed the examinations as pressure of teachers organisations has been mounting. Maharashtra Federation of University and College Teachers Organisation (MFUCTO) has boycotted the valuation work. From March 5. about 71 examinations have begun and about 149 examinations will commence from March 23. The issue of invigilation was raised. Problems were being faced in practical examinations and around 80 per cent examinations could not he held.

There were not very important examinations in the first phase. But with second phase is beginning and important examinations would plunge in. Meanwhile Chief Minister had a meeting with teachers organisation but nothing fruitful had come out of ii. Meanwhile RTMNU too had conducted meeting with Principals of college. But most of the teach ers who have participated in the agitation have their existence in various authorities. They have in Board of Studies too. In that case, it is being speculated that there are chances that examination may get postponed, The only solace for the university is that engineering faculty teachers arc not participating in the agitation.
