RTMNU New VC Dr. Deshpande

In a recent move, the Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU) appoints Dr Vinayak Deshpande as its new acting vice-chancellor. Internal sources confirms that divisional commissioner and acting vice-chancellor Anoop Kumar will hand over the responsibilities to Dr Deshpande on Monday at 11 am. 

Member of the Management Council of RTMNU, Dr Kirti Vardhan Dixit will take over the charge as the new vice chancellor of Gondwana University. 

This sudden decision taken by the varsity administration has sparked shocking reactions, some are even questioning the authenticity of this decision as they speculate political reasons behind it. 

Some experts says, that divisional commissioner Anoop Kumar was doing a commendable work as an acting vice-chancellor of RTMNU, During his tenure he took major decision to bring about positive changes in the university. 

When this newspaper got in touch with divisional commissioner Anoop Kumar to get his version on the matter, he said, "The decision to quit the position of acting vice-chancellor of the university was my own, infact I wrote a letter on the subject to Raj Bhavan, it is not easy to handle responsibilities of both divisional commissioner and acting vice-chancellor. When Anoop Kumar took the charge as an acting vice-chancellor of RTMNU, the university was facing a lot of internal crisis. The very first crisis he faced during his tenure was the visit by the NAAC committee followed the issues of 250 colleges. He brought many positive changes in the examination department and other areas concerning the university.

THE peer leam of National Accreditation and Assessment Council (NAAC) started inspection of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU on Wednesday. The 7-member peer team headed by A M Pathan, former Vice-Chancellor of Karnataka University will continue inspection till September 13.

Anoop Kumar gave a power point presentation on the university's journey, its MoUs, the growth etc. Anoop Kumar also talked about his vision for the university. After the presentation, the Acting V-C replied to the queries of NAAC team in a scrupulous manner.

The Acting Vice-Chancellor Anoop Kumar, in view of upcoming visit of National Assessment and Accreditation Council (NAAC) to RTMNU on September 10. 2014. had convened a meeting of various Heads of Departments (HoDs) of post graduate departments, administrative officers and other employees recently.

राष्ट्रसंत तुकडोजी महाराज नागपूर विद्यापीठाने अखेर ६३ कॉलेजेसमधील ६६१६ विद्यार्थ्यांकरिता विशेष परीक्षा घेण्याचा अंतिम निर्णय घेतला. त्यासोबतच त्या विद्यार्थ्यांची विशेष परीक्षा २८ ऑगस्टपासून घेण्यात येईल, तसे वेळापत्रकही सोमवारी जाहीर करण्यात आले. दरम्यान, ही विशेष परीक्षा हायकोर्टाच्या निकालाच्या अधीन राहील, असे परीक्षा नियंत्रक विलास रामटेके यांनी काढलेल्या परिपत्रकात नमूद केले आहे.

गेल्या वर्षभरापासून प्रवेश बंदी घातलेल्या कॉलेजबाबत वाद सुरू होता. नियमित शिक्षक नसल्याच्या कारणास्तव विद्यापीठाने २५० कॉलेजेसवर बंदी घातली होती. तर ज्या कॉलेजमध्ये एक किंवा त्यापेक्षा अधिक शिक्षक नियुक्त केले आहेत आणि २४ सप्टेंबर २०१३ च्या आत विद्यार्थी प्रवेश झालेल्या ६३ कॉलेजेसला बंदी आदेशातून सवलत द्यावी, असा निर्णय विद्वत परिषदेने घेतला होता. दरम्यान, राज्य सरकार आणि कुलपती कार्यालयाने ६६१६ विद्यार्थ्यांच्या विशेष परीक्षेच्या निर्णयावर शिक्कामोर्तब केले. त्यामुळे विद्यापीठ प्रशासनाने तातडीने त्या विद्यार्थ्यांची परीक्षा घेण्याकरिता हालचाली सुरू केल्या. नियमित शिक्षक नसताही कॉलेजमध्ये विद्यार्थी प्रवेश होत असल्याची​ याचिका सुनील मिश्रा यांनी हायकोर्टात दाखल केली आहे. त्यावर अद्याप हायकोर्टाने अंतिम निर्णय दिलेला नाही. त्यामुळे विशेष परीक्षा ही हायकोर्टाच्या निकालाच्या आधीन राहील, असे कुलसचिव डॉ. अशोक गोमाशे यांनी स्पष्ट केले आहे.

विशेष परीक्षेबाबत गुरुवारी निर्णय

याचिकेवर गेल्या आठवड्यात झालेल्या सुनावणीत ​विद्यापीठाने विद्यार्थ्यांच्या विशेष परीक्षेला कुलपतींनी मान्यता दिल्याचे नमूद केले होते. मात्र, त्यावर सुनील मिश्रा यांनी हरकत घेतली होती. विद्यापीठाने मंजूर केलेला अध्यादेशाला मान्यता देताना कुलपतींनी हायकोर्टाच्या पुढील आदेशाच्या अधीन राहून विशेष परीक्षा घ्यावी, असे नमूद केले होते. कुलपतींना असे सशर्त अध्यादेश मंजूर करता येत नाहीत, असा आक्षेप घेण्यात आला होता. त्यावर आता १४ ऑगस्टला सुनावणी होणार आहे. त्यापूर्वीच विद्यापीठाने २८ ऑगस्टपासून विविधी कोर्सेसच्या प्रथम वर्षाच्या परीक्षांचे वेळापत्रक जाहीर केले आहे. त्यामुळे त्यावरही याचिकाकर्त्यांतर्फे हरकत घेण्याची शक्यता व्यक्त करण्यात येत आहे.

प्रवेश नोंदणीला तीन दिवसांची मुदत

विद्वत परिषदेने ६३ कॉलेजवरील प्रवेशबंदी मागे घेण्याबाबत चार मार्च २०१३ रोजी निर्णय घेतला होता. त्यावेळी त्या कॉलेजेसमध्ये ६६१६ विद्यार्थ्यांनी प्रवेश घेतल्याचे विद्यापीठाच्या नोंदीत होते. परंतु, आता वर्षभरात अनेक विद्यार्थ्यांनी कॉलेजेसमधून प्रवेश रद्द केला आहे. त्यामुळे विद्यापीठाने विशेष परीक्षेला पात्र असणाऱ्या विद्यार्थ्यांची माहिती मागवण्याचा निर्णय घेतला. त्याकरिता त्या विद्यार्थ्यांच्या प्रवेशाला अधिकृत करण्यासाठी विद्यापीठ नोंदणी क्रमांक देणे आवश्यक आहे. त्याकरिता विद्यापीठाने कॉलेजेसला १४ ऑगस्टपर्यंची मुदत दिली आहे. कॉलेजेसने प्रवेश दिलेल्या विद्यार्थ्यांची माहिती सबळ पुराव्यासह १४ ऑगस्टपर्यंत सादर करावी, असे परिपत्रक काढण्यात आले आहे. तसेच त्याविद्यार्थ्यांनी २१ ऑगस्टपर्यंत परीक्षा अर्ज विद्यापीठात सादर करावे, असेही त्यात नमूद केले आहे.

विद्वत परिषदेच्या बैठकीपूर्वी निर्णय

विशेष परीक्षा घेण्याबाबत कुलपतींनी निर्णय घेतला, परंतु विद्यार्थ्यांना त्या परीक्षेच्या निकालाच्या अधीन राहून पदवी दुसऱ्या वर्षात तात्पुरता प्रवेश देण्यात यावा, अशी दुरुस्तीदेखील सुचवली. त्यामुळे कुलपतींनी सुचवलेल्या दुरुस्तीसह नवा अध्यादेश तयार करण्यात आला. त्या अध्यादेशाला १३ ऑगस्ट रोजी विद्वत परिषदेत सादर करण्यात येणार आहे. त्यानंतर त्यावर व्यवस्थापन परिषदेची मान्यता आवश्यक आहे. तेथून सुधारित अध्यादेश कुलपती कार्यालयात परत सादर होणार आहे. ही लांबलचक प्रशासकीय प्रक्रिया होत असतानाच १४ ऑगस्टलाच हायकोर्टात त्या मुद्द्यावर सुनावणी होणार आहे. त्यापूर्वीच विद्यापीठाने विशेष परीक्षेचे वेळापत्रक जाहीर केले आहे. त्यामुळे कुलपतींनी मान्यता दिलेल्या अध्यादेश, सुधारित अध्यादेश आणि विशेष परीक्षेचे वेळापत्रक याची माहिती १४ ऑगस्टला विद्यापीठातर्फे हायकोर्टात सादर होणार असल्याचे विद्यापीठातील वरिष्ठ अधिकाऱ्याने सांगितले.

CONSIDERING increased result in Class XII (HSC). Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) has asked colleges running Under Graduate courses to increase intake by 10 per cent for only this academic year 2014-15.
In a letter sent to colleges. RTMNU said that the result of Class XII of Summer 2013 examination was too high. Against this backdrop no student should he deprived of admission to the higher class, says letter. University has powers to allow colleges to admit students on increased intake under section 83 (3) (c). The decision to allow colleges on making admissions on 10 per cent more intake was taken in the meeting of Academic Council.
University has asked colleges to send the details of admissions. The details include if there is a waiting list Of the students after seals become full on sanctioned intake. In such cases colleges should send the proposal for 10 per cent increase in intake capacity to university immediately. While sending proposals colleges should send the details of number of students admitted, the number of students in waiting list. All these details should be sent by September I. 2014 as by the same date university has to send the details to Government. University has made it clear that this increased intake would be for this year only. No new section or post would be sanctioned, university has made it clear.

The dark clouds of uncertainty hovering over Rashtrasant Tukdoji Maharaj Nagpur University's move to conduct special exams for 6,616 students in 63 of the 250 banned colleges are likely to clear on Thursday. It is believed that the move may get green signal during academic council's meeting.

The controller of examinations (CoE) Vilas Ramteke has said that conducting speical exam would be against the Maharashtra Universities Act. However, due to directives by State government and stand taken by high court, the administration is ready to take this exam, as per sources in university.

As many as 63 colleges gave admissions to 6,616 students though they were not allowed to do so. The State government had directed that special exam should be conducted for them. An emergant meeting of academic council of university was also organised on June 23. But some members objected to this special exam citing possible violation of Maharashtra Universities Act.

Exam controller Vilas Ramteke had clearly opposed to special exam saying there is no provision of special exam. Later, the meeting was adjourned till Thursday.

The judges duo of Nagpur bench of Bombay High Court Bhushan Dharmadhikari and Chandrakant Bhadang had directed that issue of 6,616 students should be reviewed in the academic council's meeting to be held on Thursday. The next hearing on this issue will be held on July 1. Before that, RTMNU has to come out with a decision passed unanimously in academic council's meeting, before high court.

Meanwhile, institute directors are pressurising administration officials to hold special exam. The directors who gave admissions to students barring rules, are regularly meeting university officials urging them to take decision in this regard. They tried to meet acting vice-chancellor Anupkumar.

The university administration has finally shown readiness to hold exam of 6616 students who were given admissions illegally. Even pro- vice-chancellor had stated that administration was ready to hold exams. But exam controller Vilas Ramteke who is responsible to hold exam, has put finger on rule. He has said that if this exam is held, it would be violation of section 14(5) of Maharashtra Universities Act. BCUD director Dr Komawar said that exam controller's stand on this issue is based on Ramteke's knowledge about law.

Acting vice-chancellor Anupkumar held a meeting of senior officials and expressed unhappiness on stand taken by exam controller.

The question paper of Hindi examination of B Com first year of the Rashtrasant Tukdoji Maharaj Nagpur University was leaked. The incident came to fore at the Dayanand Arya Girls College in the city. Students who had come to appear for examinations at the college were given Hindi question papers a day before the examination was scheduled to be held, whereas the examination was due to be held on April 22.

As soon as the examination department came to know of the folly, officials immediately called back set of the question paper and have even postponed the Hindi examination.

The university issued a notification late Monday evening informing that the examination which was to be held on April 22 will now been held on May 22. However the notification has given no information regarding the reason behind the sudden postponement.

More than 20,000 students would now have to wait for more than a fortnight to appear for the examination as a result of the blunder.

According to information the examination was to be held on April 10, however, owing to the 2014 Lok Sabha elections the examination was postponed to April 21. On March 27 the RTMNU administration issued yet another notification and postponed the Hindi examination from April 21 to April 22.

But most of the students did not come to know of the development and reached examination centre on April 21 itself.

Two lady teachers at girls college opened the question paper packet and distributed the papers.

Sources informed that it was after more than an hour that the question and answer sheets were taken back from students.

College principal Dr Vandana Khushlani admitted that a mistake of this nature had been made but according to her the college was not informed about the postponement and thus shrugged of responsibility. On the other hand examination controller Vilas Ramteke has blamed the college administration for leaking the paper and said that all colleges had been duly informed of the developments.

राष्ट्रसंत तुकडोजी महाराज नागपूर विद्यापीठात मागील वर्षी चुकीने पेपर फुटण्याचे प्रकार वारंवार दिसून आले होते. त्यावरून यंदा तरी बोध घेण्यात येईल अशी अपेक्षा होती. परंतु सोमवारी उपराजधानीतील दयानंद आर्य कन्या महाविद्यालयातील परीक्षा केंद्रावर निर्माण झालेल्या संभ्रमामुळे 'बीकॉम' प्रथम वर्षाचा हिंदी विषयाचा पेपर एक दिवस अगोदरच वाटण्यात आला. 

ही बाब लक्षात आल्यानंतर तातडीने विद्यार्थ्यांना वाटण्यात आलेले पेपर परत घेण्यात आले व २२ एप्रिल रोजी होणारा हा पेपर आता ६ मे रोजी घेण्यात येणार असल्याची माहिती परीक्षा विभागाकडून देण्यात आली. दरम्यान, अगोदरच दोनदा पुढे ढकलण्यात आलेल्या या पेपरमुळे प्रशासनाला नवीन 'सेट'मधील जवळपास २0 हजार प्रश्नपत्रिका परीक्षा केंद्रांवर पाठविण्याची कसरत करावी लागणार आहेत.

'बी.कॉम' प्रथम वर्षाच्या हिंदी व मराठी विषयांचे पेपर सुरुवातीला लोकसभा निवडणुकांमुळे पुढे ढकलण्यात आले. त्यानंतर २१ एप्रिल ही नवीन तारीख विद्यापीठाने अधिसूचनेद्वारे घोषित केली होती. परंतु सुमारे दोन आठवड्यांअगोदर विद्यापीठाने हा पेपर २२ एप्रिल रोजी घेण्यात येणार असल्याचे संकेतस्थळावर जाहीर केले. परंतु दयानंद आर्य महाविद्यालय हे परीक्षा केंद्र असलेल्या विद्यार्थ्यांपर्यंत याची माहिती पोहोचलीच नाही व विद्यार्थी सोमवारीच पेपर आहे असे समजून परीक्षा द्यायला सकाळी ९ च्या सुमारास पोहोचले. 

परीक्षा केंद्रावरील कर्मचार्‍यांनीदेखील विद्यार्थ्यांना पाकीट फोडून प्रश्नपत्रिका वाटल्या अन् विद्यार्थ्यांनी पेपर लिहिण्यासदेखील सुरुवात केली. परंतु जवळपास अध्र्या तासाभरानंतरच विद्यार्थ्यांकडून प्रश्नपत्रिका व उत्तरपत्रिका वापस घेण्यात आल्या व त्यांना आज पेपर नसल्याची माहिती देण्यात आली. या गोंधळानंतर लागलीच महाविद्यालयातील प्राचार्यांनी परीक्षा विभागाला याची माहिती दिली.
