महाराष्ट्र राज्य तकनीकी शिक्षा मंडल (एमएसबीटीई) के एक बडे. अधिकारी ने आशंका जताई है कि पॉलिटेक्निक की परीक्षा के करीब 15 पर्चे लीक हो गए हैं और इसमें मंडल के कुछ कर्मियों और निजी महाविद्यालयों की साठगांठ हो सकती है. इसके बाद अब समूची परीक्षा फिर से आयोजित किए जाने की अटकलें लग रही हैं.
सूत्रों ने बताया कि पुलिस राज्यभर में 90 वितरण केंद्रों की भूमिका की जांच कर रही है और उसने फेसबुक व वॉट्सऐप्प जैसे सोशल मीडिया टूल के जरिये समूचे राज्य में पर्चे लीक होने का दावा किया है. पॉलिटेक्निक की परीक्षा 12 नवंबर से शुरू हुई थी. लेकिन, प्रथम वर्ष के 'एप्लाइड मैथ्स' का पर्चा एक दिन पहले शुक्रवार को ही लीक हो गया.
औरंगाबाद के प्रोफेसर की शिकायत के बाद यह पर्चा रद्द कर दिया गया. लेकिन, अब पता चला है कि 'लीक' अब एक ही पर्चे और एक ही कक्षा तक सीमित नहीं है. सूत्रों के मुताबिक 'गणित-3' के बाद 16 और 21 नवंबर को हुए 'गणित-2' और 'अंग्रेजी' विषय के पर्चे भी लीक हुए हैं. तृतीय वर्ष 'इलेक्ट्रॉनिक्स एंड कम्युनिकेशन' शाखा के 21 नवंबर को हुए  'इंडस्ट्रियल इलेक्ट्रॉनिक्स' और द्वितीय वर्ष का 22 नवंबर को हुआ 'इलेक्ट्रॉनिक्स इंस्ट्रमेंट्स एंड मेजरमेंट्स', 'इलेक्ट्रॉनिक्स इंजीनियरिंग' और 'एप्लाइड मैकेनिक्स' विषय का पर्चा भी परीक्षा के पूर्व विद्यार्थियों तक पहुंच गया था.
प्रश्नपत्र वितरण का तरीका : प्रश्नपत्र तैयार होने के बाद 15-15 प्रतियों की पैकिंग की जाती है. मुंबई स्थित मुख्य कार्यालय के लॉकर में ये प्रश्नपत्र सुरक्षित रखे जाते हैं. परीक्षा के आठ दिन पूर्व राज्य के 90 वितरण केंद्रों पर प्रश्नपत्र भेजे जाते हैं.
पेपर सेट करने से लेकर वितरण तक के विभिन्न चरणों को पूरा करते समय पर्चे लीक होने की आशंका रहती है. लेकिन, पूरी प्रक्रिया पर मंडल का ही नियंत्रण रहता है.
परीक्षा आगे बढ.ाई जाए
पर्चे लीक होने के कारण नियमित पढ.ाई करने वाले विद्यार्थियों पर अन्याय होगा. महाराष्ट्र तकनीकी शिक्षा मंडल शेष समूची परीक्षा फिर से ले.

पॉलिटेक्निक परीक्षेचा एखादा-दुसरा नव्हे, तर तब्बल १५ पेपर फुटल्याची भीती व्यक्त केली जात आहे. तंत्रशिक्षण मंडळाच्या एका जबाबदार अधिकार्‍याने याला दुजोराही दिला आहे.

पॉलिटेक्निकची संपूर्ण परीक्षाच संशयाच्या भोवर्‍यात सापडली आहे. पेपर फुटीमागे महाराष्ट्र राज्य तंत्रशिक्षण मंडळ (एमएसबीटीई) व खाजगी महाविद्यालयांतील साटेलोटे असल्याची शक्यताही व्यक्त केली जात असून, राज्यभरातील ९0 वितरण केंद्रांची भूमिकाही तपासली जात आहे. फेसबुक व व्हॉट्स अँप्ससारख्या सोशल मीडियाच्या माध्यमातून पेपरफुटीचे लोण राज्यभर पसरविण्यात आल्याचा दावा पोलिसांनी केला आहे.

महाराष्ट्र राज्य तंत्रशिक्षण मंडळामार्फत घेतल्या जाणार्‍या पॉलिटेक्निकच्या परीक्षांना १२ नोव्हेंबरपासून सुरुवात झाली. प्रथम वर्षाच्या 'अप्लाईड मॅथ' या विषयाचा पेपर परीक्षेच्या एक दिवस अगोदर म्हणजे शुक्रवारीच फुटल्याने खळबळ उडाली होती. फुटलेला हा पेपर रद्द करण्यात आला असला, तरी पेपरफुटीचे लोण एकाच पेपरपर्यंत र्मयादित नसल्याचे स्पष्ट होत आहे.

हे पेपर फुटले

'गणित-३' या पेपरपासून पॉलिटेक्निकच्या परीक्षांना १२ नोव्हेंबरपासून सुरुवात झाली. त्यानंतर १६ व २१ नोव्हेंबर रोजी झालेले 'गणित-२' व 'इंग्रजी' हे पेपरही लिक झाले. तृतीय वर्षाच्या 'इलेक्ट्रॉनिक्स अँड कम्युनिकेशन' शाखेच्या २१ रोजी झालेल्या 'इंडस्ट्रीयल इलेक्ट्रॉनिक्स' तसेच द्वितीय वर्षाचा २२ रोजी झालेला 'इलेक्ट्रॉनिक्स इन्स्ट्रमेंटस् अँड मेजरमेंटस्', 'इलेक्ट्रॉनिक्स इंजिनिअरिंग' व 'अप्लाईड मेकॅनिक्स' या विषयांचे पेपर परीक्षेपूर्वीच विद्यार्थ्यांना मिळाले होते.

कठोर कारवाईची मागणी

पेपरफुटीप्रकरणी राष्ट्रवादी विद्यार्थी काँग्रेसच्या शिष्टमंडळाने तंत्रशिक्षण मंडळाचे उपसचिव एस.बी. विश्‍वरुपे यांची भेट घेऊन निवेदन सादर केले. या प्रकारामुळे अभ्यासू विद्यार्थ्यांचे नुकसान झाले असून, दोषी व्यक्तींवर कठोर कारवाई करावी, अशी मागणी संघटनेने केली आहे. असे होते प्रश्नपत्रिकांचे वितरण..

प्रश्नपत्रिका तयार केल्यावर १५-१५ प्रतींमध्ये पॅकिंग केली जाते. मुंबईच्या मुख्य कार्यालयातील लॉकरमध्ये हे पेपर सुरक्षित ठेवण्यात येतात. परीक्षेच्या आठ दिवस अगोदर राज्यातील ९0 वितरण केंद्रांवर प्रश्नपत्रिका पाठविल्या जातात. जबाबरदार कोण ?

पेपर सेटरपासून वितरणापर्यंत विविध टप्प्यांतून जाताना पेपर फुटण्याची शक्यता असते. या सर्व टप्प्यांवर तंत्रशिक्षण मंडळाचेच नियंत्रण असते. परीक्षा पुढे ढकलाव्यात

पेपरफुटीच्या घटनांमुळे नियमित अभ्यास करणार्‍या विद्यार्थ्यांवर अन्याय होणार आहे. अशा परिस्थितीत महाराष्ट्र तंत्रशिक्षण मंडळाने उर्वरित पेपर पुढे ढकलावेत, तसेच नवी प्रश्नपत्रिका काढून फेरपरीक्षा घ्यावी.

पॉलिटेक्निकचा गणिताचा पेपर फुटला! पेपर फोडणारे रॅकेट कार्यरत

The question paper of first semester of Polytechnic examination was leaked on Saturday. Doubts are being raised over the Nagpur division and Maharashtra State Board of Technical Education (MSBTE) has formed 20 teams which will investigate centers of Nagpur as well as Amravati division.

The first semester paper of winter examination was scheduled for 9 am on Saturday. However, the information regarding paper leak was brought to the fore when Mumbai-based office sent SMS to all examination centers. The message stated that the packet of 'Basic Mathematics' question papers should not be opened and distributed to students. No reason was mentioned in the message but the news of paper leak got confirmed at 1.30 pm. Till now, no information has been received regarding how and from where the paper was leaked.

When contacted, the MSBTE officials failed in giving a clear answer. Deputy secretary of Nagpur divisional office R V Yenkar, said that they do not have the details and were only informed about the paper-leak. When asked about the teams formed for investigation at Nagpur and Amravati centers, he said that they are coming for investigation but it does not imply that paper has been leaked from these centers. "This will be cleared only after the report of investigation comes," he added.

महाराष्ट्र तंत्र शिक्षण मंडळाचे २0१३च्या सत्र परीक्षेचे पेपर काही दिवसांपासून फुटत असून, औरंगाबाद येथे पेपर फोडणारी टोळी कार्यरत आहे. तसेच भरमसाठ पैसे आकारून विद्यार्थ्यांना प्रश्नपत्रिका विकल्या जात असल्याची धक्कादायक माहितीही समोर आली आहे. पॉलिटेक्निकच्या प्रथम वर्षाचा शनिवारी होणारा गणित विषयाचा पेपरही फुटला असल्याचे लक्षात आल्याने तो रद्द करून ४ डिसेंबरला दुपारी २ वाजता या विषयाची परीक्षा घेण्याचा निर्णय मंडळाने घेतला आहे.

औरंगाबाद येथील इंजिनीअरिंगच्या एका प्राध्यापकाने गणिताचा पेपर फुटला असल्याची माहिती तंत्र शिक्षण मंडळाच्या मुंबई, पुणे, औरंगाबाद, नागपूर या विभागीय कार्यालयांना शक्रवारी रात्री ८.३0 वाजता ई- मेलद्वारे कळवली होती; तसेच शनिवारी विद्यार्थ्यांना वाटली जाणारी प्रश्नपत्रिकेची प्रतही मंडळाला पाठवली होती. या प्रश्नपत्रिकेची पडताळणी केल्यानंतर पेपर फुटल्याचे लक्षात आल्याने शनिवारचा गणित विषयाचा पेपर रद्द करण्याचा निर्णय मंडळाने घेतला. संबंधित प्राध्यापकाने गणिताच्या पेपरसह यापूर्वी फुटलेल्या पेपरची माहिती स्वत:च तयार केलेल्या  संकेतस्थळावर प्रसिध्द केली आहे. तसेच सर्व प्रश्नपत्रिका फुटल्याची भीतीही व्यक्त केली आहे. या प्रकरणी जळगाव येथे गुन्हा दाखल झाला असून, शनिवारी फुटलेल्या पेपरसंदर्भात औरंगाबाद येथे गुन्हा दाखल झाल्याची माहिती बोर्डाचे संचालक प्रमोद नाईक यांनी दिली. महाराष्ट्र राज्य तंत्रशिक्षण मंडळाचे संचालक प्रमोद नाईक म्हणाले, शुक्रवारी रात्री साडे अकरा वाजण्याच्या सुमारास पेपर फुटल्याची माहिती आम्हाला मिळाली. फुटलेल्या प्रश्नपत्रिका आणि मूळ प्रश्नपत्रिका एकच असल्याची पडताळणी करून गणित विषयाचा पेपर रद्द करण्याचे आदेश सर्व विभागीय मंडळांना दिले. यापूर्वीही तिसर्‍या सत्राच्या पुन:परीक्षार्थी विद्यार्थ्यांचा गणित-३ चा पेपर फुटला होता. तो पेपर आम्ही रद्दही केला होता. तसेच जळगाव येथेही पोलिसांकडे तक्रारही दिली होती. शुक्रवारी औरंगाबाद येथे पेपर फुटल्याने स्थानिक पोलिसांत तक्रार देण्यात आली आहे.

असे फुटले बिंग!

पेपर फुटत असल्याची माहिती समोर आणणारे इंजिनिअरिंगचे प्राध्यापक म्हणाले, औरंगाबाद येथील बस थांब्यावर उभा असताना काही विद्यार्थी पेपर फुटल्याची कुजबुज करताना ऐकले होते. प्रथम: ते खोटी असल्याचे मला वाटले. परंतु, दुसर्‍या दिवशी फुटलेली प्रश्नपत्रिकाच मिळाली, अशी चर्चा ऐकल्यावर संशय बळावला. त्यावर शुक्रवारी गणित विषयाची फुटलेली प्रश्नपत्रिकाही विकण्यास उपलब्ध असल्याचे समजल्यावर मी ती मिळवली आणि तंत्रशिक्षण मंडळाला पाठवली. तसेच संकेतस्थळ तयार करून त्यावर सर्व माहिती प्रसिध्द केली.

'व्हॉटस- अँप'चा आधार

विशेष म्हणजे हे दोन्ही पेपर मोबाईलवरील लोकप्रिय 'व्हॉटस- अँप' या प्रणालीद्वारे फुटल्याचे म्हटले जात आहे. ते खानदेशसह ठिकठिकाणी परिक्षेच्या आदल्या रात्री अक्षरश: पाच ते दहा रूपयांना विक्री झाले आहेत

विद्यार्थ्यांचं नुकसान टाळण्यासाठी Industrial Electronics (IE) व Electronics instruments and Measurements या विषयांच्या फुटलेल्या पेपर विषयी सर्व बातमी छापून होतकरू विद्यार्थ्यांना न्याय मिळवून देण्यास मदत करावी आणि व्यवस्थेतील खराब समाजघटकास धडा शिकवण्यास हातभार लावावा .

Procedure for MSBTE 2013 Scholarship

1.   Eligible students shall fill information online, upload scanned documents whichever required as given below, confirm the application and submit to the Principal of their institute with an attested copy each of
i) Entry qualification (SSC for all and HSC-for Pharmacy only) mark-sheet and
ii) Income certificate of parents for the financial year 2011-12.
iii) Statement of Marks of first year/second year diploma course (wherever applicable).
2.   The concerned institute should verify every details of the application confirmed by student. After confirming the correctness of information, institute has to confirm the application, get print of the reports of all the eligible students and submit the same duly signed with institute seal along with necessary declaration to respective RBTE.
3.   RBTE will verify the document through Three member committee headed by principal of polytechnic & assisted by person not below the rank lecturer and confirm the same online.

MSBTE will sort out the data of eligible candidates and display the list of candidates to whom scholarship shall be issued at its website www.msbte.com. The maximum number of scholarship to be issued shall be as per total sanctioned intake of course.
The queries/doubts, if any are to be raise within specified period after display of provisional list on website. Institute should check for issue of any other scholarship to the concern student, and if so the same is to be brought to notice of MSBTE, immediately.
Final list of eligible students to whom scholarship shall be issued will be displayed. MSBTE will award the scholarship to candidates through institute by issuing cheque or by transferring the scholarship amount to the bank account as informed by the candidate.

A)     ELIGIBILITY FOR MSBTE SCHOLARSHIP :
1.   The applicant should be a fresh student admitted for the first time to the First Year/Sent of any AICTE approved Diploma course in Engineering and Technology from MSBTE affiliated Institute in Maharashtra during 20I2-13.(For Fresh Candidates).
2. The applicant should have scored at least 70% marks at the entry qualification (SSC for all Engineering & Technology courses and HSC for Pharmacy course). The total percentage of marks scored at the qualifying examination shall be considered for Is' year admitted students.
3.  The applicant should not be in receipt of any other Scholarship or Freeship during the academic year 2012-13 i.e. the academic year for which scholarship is awarded.
4.  Income limit for becoming eligible for scholarship shall be maximum 5 Lakh per annum.
5. If the earning member is expired and the student is in need of the scholarship, he or she shall be considered eligible at any stage of his / her diploma education so that the student should not be dropped out for want of tuition fees.
6.  The scholarship shall be continued for next year only on receipt of application from the awardce and has passed the examination in First Class (both semesters taken together).
7.  The amount of Scholarship per year is Rs.7000/-(Rupees Seven thousand only).

8.  Candidate can apply during Second year and Third year, subject to satisfying the eligibility criteria as that of first year. Scholarship shall be issued as per discipline wise merit among the applicants, passing first year and second year diploma examination result respectively against the discipline wise vacancies. The total number of scholarship for Second year and Third year should not exceed the maximum number of scholarship that can be issued in First year (i.e. total number of scholarship for each year should not exceed by 952).
9.  Candidate admitted in Autonomous Polytechnic within Maharashtra, whose equivalence are confirmed by MSBTE, Mumbai are also eligible to apply.
10. The Total No. of Scholarships shall be calculated every year based on intake capacity of MSBTE affiliated courses for that particular year. Scholarship per course shall be in proportionate to 6 Number per 1000 for intake capacity. However, the No. of scholarship as per State Merit List shall be limited to 952 only for each year.
