THE Central Board of Secondary Education (CBSE) has announced the date for the examination of Board exams for Classes XII and X. The CBSE said that the exams would commence from March I, 2014.
The CBSE on its official website has notified that, "The Board Examination 2014 of Class X and Class XII will start from First March 2014. The date sheet of examination will he declared in the last week of December 2013."
The students appearing in the Class X and Class XII will he able to download the date sheet for the exams after the CBSE announces it in December this year.
Last year, the CBSE Class Xllth board annual examination had also started from 1st March 2013.

THE work of 6 th economic survey is not mandatory for the teachers as per the orders of Bombay High Court, claimed district unit of Maharashtra Rajya Shikshak Parishad, Chandrapur in a press release here.
Il may be mentioned dial the teachers have been appointed as the supervisor for the 6 th economic survey even as the court orders differ the same. The orders came after Ramnaih Mote. MLC. Teachers Constituency had filed PIL in this regard where the jus-lice A S Oak and Revati Mohitc (Dhere) had ruled that the work of economic survey is not mandatory, it is claimed in the press release. A teacher from Bhiwandi was served show cause notice by assistant commissioner for not doing the work of economic survey, recently.
Giving the verdict, the high court has said that according to Free and Compulsory Education Act. section 27. the teachers will DM be assigned non-educational work and there is not co relation of education with economic survey being conducted by the central government. This has been informed hv Ramdas Giratkar. Karyavah. Maharashtra Rajya Shikshak Parishad through a press release.

DOMICILES of other states who have done their MBBS in Maharashtra are allowed to lake Post Graduation seat through State Quota of Maharashtra. Now. these students will he going back to their home states after completing post graduation. Many of them are allowed to take PG seat from their respective Slate even if they have done their MBBS from Maharashtra. If such students are allowed to take seat through state counselling of Maharashtra, then Domicile Maharashtra should also be allowed to do so as they will be serving the state of Maharashtra even after their post graduation.

STUDENTS aspiring for admission to IITs, IIMs or central universities need not scout for a Gazetted Officer anymore to get copies of their certificates attested as the HRD Ministry has asked institutes under it to accept self-attested documents.
The move which brings to an end the age-old practice and provides a much needed relief to students, has come into effect from this session. Ministry officials said. The original documents will have to be produced only at the time of admission, they said. The development comes in wake of a directive from the Ministry of Personnel. Public Grievances and Pension which had asked various Ministries and departments to examine the proposal.
Terming the method as "citizen friendly", it said "obtaining either an attested copy or affidavit not only costs money but also involves wastage of time of the citizens and the Government officials".
In fact, the Second Administrative Reforms Commission in its 12th report titled 'Citizen Centric Administration" the Heart Of Governance', had recommended adoption of self-certification provision for simplifying procedures.
Students especially in rural areas stand to immensely benefit from it along with those who face difficulty in finding an officer to gel the photo copies of their certificates attested. Often, students also fall prey to scrupulous elements who make a kill by getting the copies attested at a premium, officials said, adding instructions have been issued to the institutes to examine the documents caretully. Some Ministries and State Governments have already adopted the provision of self certification of documents like marksheet. birth certificate etc by the applicants, stakeholders instead of asking for an attested copy of the documents by a gazetted officer or filing of an affidavit
Under the self-attestation method, the original documents are required to be produced at the final stage.

THE academic council of the Maharashtra University of Medical Sciences (MUHS) has convened a meeting on October 29 to discuss the demand of medical students to withdraw the new evaluation policy. According to students, out of 33,000 undergraduate and postgraduate medical students as many as 11,955 have failed to clear the examination due to recent change in rules of giving average marks. 
This has put the students to a great disadvantage, claimed striking students.
Medical students from undergraduate and postgraduate courses across the state are up in amis against the new evaluation policy of the MUHS since October 17. and are holding various forms of protests including relay hunger strikes outside the MUHS campus.
In Nagpur. protests are going on at IGGMCH and student leaders have given a call to aggrieved students to mobilise more support. According to MUHS officials, the academic council will take a proper decision in the interest of students.
According to newly-introduced centralised assessment process (CAP) by MUHS. each answer sheet is to be checked by two teachers. In case of a difference in the scores given by the two. the average will be considered as the final score. The double evaluation system, according to the university, will enhance quality and bring about transparency in the examination system.
However, the students wanted the earlier system of aggregate marks restored. They questioned the rationale in introducing this average marks system stating that it is unfair and for the difference of opinion between two valuers, a student's career is ruined.
The students have annexed legal opinion obtained by them which favors of scrapping of the new system and states that the issue was never agitated before High Court. A meeting between MUHS Vice-Chancellor and agitating medical college students had failed to make any headway.

THE National Board of Accreditation. New Delhi has re-accredited Master of Business Administration (MBA) course of Sliri Sant Gajanan Maharaj College of Engineering for the third time recently.
The MBA course of the college was first accredited with C grade in the year 2002. It was then re-accredited in the year 2007 for three years. It is the third time accreditation of its MBA programme.
MBA course of the College has achieved the singular distinction of being thrice accredited Post-Graduate Management Course in the region. The members of a Peer Committee of the National Board of Accreditation Prof K M Khan. Aligarh. Prof G Tuisi Rao. Andhra University. Prof Om Vikas. Gwalior had recently visited the college and its Department of Business Administration and Research. The Executive Committee of the National Board of Accreditation granted the accreditation status with marks accorded 771 out of 1000 the communication regarding which has been recently received by the college. Established in 1983 Gajanan Maharaj College of Engineering. Shcga on started MBA course in 1994 in its Department of Business Administration and Research. Since then the department has a number of distinctions to its credit besides three times accreditation to MBA course run by it. It has been ranked under A-Grade by Business India Best B-Schools Survey continuously for the last three years in 2010, 2011 and 2012. The college has achieved the accreditation under the guidance of Shivshankar Patil. the main trustee of Gajanan Maharaj Sansthan and Shrikantdada Patil. MD of the institution.

The answer booklets of the IIT joint entrance exam (advanced) this year have thrown up a worrisome trend: the maximum questions unanswered were from mathematics.
    Perhaps as a consequence, the highest overall score for JEE-2013 stood at 332 of 360. At 92.2%, it is quite a slide from last year’s 96%. The lowest mark scored this year is minus 70.
    With quantitative skills — involving using or manipulating numbers; the ability to reason using numbers — an absolute essential in the country’s top tech schools, there is a feeling that math should be accorded priority in the testing process. Now, the JEE (advanced) comprises of two papers with questions from physics, chemistry and math, in that order.
    “Considering the fact that quantitative skills are an extremely important component of the testing process, it is proposed to change this order to mathematics, followed by physics and then chemistry,” said the IIT-JEE (advanced) 2013 report.
    “We have noticed that most students start attempting the paper with chemistry or physics. We have suggested that mathematics be given more importance,” said JEE-2013 convener H C Gupta.
    An analysis of the score card this year shows that besides the fall in the
highest overall score, only 23 students managed over 300 while 326 scored over 250. “The competition thickens as one travels down along the rank list,” said an IIT-JEE chairman.
    Another startling trend to emerge from JEE (advanced) 2013 was that fewer candidates attempted the exam for the first time. About 69.6% freshers took the test as compared to 80% in JEE-2012.
    About 30-45% students allotted seats at the older IITs were successful on their second attempt. At IIT-Roorkee, 44.6% of the candidates cracked the JEE on second attempt. That percentage stood at 32.7 at IIT-Delhi, 29.6 at IIT-Bombay and 38.6 at IIT-Kanpur. Over half the students allotted seat in IIT-Jodhpur and ISM Dhanbad were also trying their hand the second time.
    “This could be due to the choice of branches of the candidates,” said JEE-2013 convener Gupta.
    Data till 2007 shows about 10% of the total aspirants were taking the JEE for the third time (or more). But with more students taking the test seriously, JEE-2006 saw the share fall as 43.5% candidates qualified in their first try, as compared to JEE-2005 in which only 28.49% got through the first time around. While these pieces of information may not say anything about the quality of students making it to the IITs, it shows that the majority are no longer taking the exam as another jolly ride.

ccording to the new directives from the State government, those who are aspiring to become teachers will now have to clear 'teacher's eligibility test' (TET). The test has been made mandatory under the Righ to Education Act.
Pune-based Maharashtra State Council of Examination (MSCE) has been appointed to conduct the examination before October-November end for this year. Open category candidates will have to obtain at least 60% marks to clear the test, which the mark is 55% for those from SC, ST, NT, SBC and OBC classes.
Clearing the confusion about those aspiring to join CBSE schools, additional chief secretary (school education and sports) JS Saharia told TOI that the state TET will not be mandatory for those who have cleared or wish to appear in CBSE"s central TET (CTET). "Aspiring teachers may also appear in the state TET for qualifying to CBSE schools. TET is not mandatory for existing teachers and applicable for those aspiring to join as teachers from now onwards," he said.
TET is mandatory for teachers from Class 1 to Class 8, Paper 1 is meant for teachers opting for Class 1 to Class 5 and Paper 2 for Class 6 to Class 8. It is conducted by both Central government and State governments in India. The test is conducted in order fulfill the achieve Right to education goals.
TET was introduced by the Central government in order to improve standard of teaching. It was held for the first time in 2011. The State government made it mandatory from the current academic year. For teachers already working, they are supposed to clear the exam in two years time.
The exam is based on National Curriculum Framework. All graduates, including BA, BSc, BCom etc are eligible to take the test. All BEd graduates need to pass this exam to work as a teacher.
A candidate has to score over 60 per cent to clear the eligibility test. The exam is divided into Paper 1 and Paper 2.
The National Council for Teacher Education (NCTE) maintains the database.

दहावीनंतर अभ्यासक्रम असलेल्या विद्यार्थ्यांना शिष्यवृत्ती मिळण्याकरिता ऑन लाईन अर्ज करण्याची प्रक्रिया मागील दीड महिन्यापासून सुरू आहे. या दीड महिन्यात शिष्यवृत्तीचे इंटरनेटवरील संकेतस्थळ अनेकवेळा बंदच राहीले. त्यामुळे हजारो विद्यार्थ्यांना शिष्यवृत्तीसाठी ऑनलाईन अर्ज करता आले नाही.
शिष्यवृत्तीकरिता ११ वी, १२ वी, पदवी, पदव्युत्तर आदी व्यवसायिक अभ्यासक्रमात असणार्‍या विद्यार्थ्यांना शासनाकडून शिक्षणाकरिता शिष्यवृत्ती दिली जाते. शिष्यवृत्तीकरिता विद्यार्थी प्रवेश अर्जासोबत जातीचे प्रमाणपत्र, उत्पन्नाचा दाखला आदी कागदपत्राच्या जुळवाजुळवीसाठी पैसे खर्च करतात. त्यानंतर नजिकच्या संगणक केंद्रावर जावून शिष्यवृत्तीसाठी ऑन लाईन अर्ज करावा लागतो. मागील दीड महिन्यांपासून प्रवेश अर्ज करण्याला प्रारंभ झाला आहे. परंतु शिष्यवृत्तीसाठी असलेले इंटरनेटवरील संकेतस्थळ दिवसभर सुरू होत नव्हते, असे विद्यार्थ्यांनी सांगितले. चुकून सुरू झाल्यास ते हळूवार चालत असल्याने ऑनलाईन अर्ज स्वीकारले गेले नाहीत. त्यामुळे हजारो विद्यार्थी संकटात सापडले आहेत.
शिष्यवृत्तीकरिता अर्ज करण्याची अंतिम तारीख ३0 ऑगस्ट होती. परंतु काही व्यवसायिक अभ्यासक्रमाची प्रवेश प्रक्रिया शासनाने अद्यापही सुरू केली नाही. यातच आज ३0 ऑगस्ट ही शिष्यवृत्ती भरण्याची अंतिम तारीख आहे. त्यानंतर व्यावसायिक अभ्यासक्रमासाठी प्रवेश घेतल्यास आपण शिष्यवृत्तीपासून वंचित राहू, या भितीने विद्यार्थी व्यावसायिक अभ्यासक्रमाकडे वळण्याची शक्यता निर्माण झाली आहे.
शिष्यवृत्ती करीता अर्ज करण्याची अंतिम तारीख जाऊनही इंटरनेट संकेतस्थळात सुधारणा झाल्या नाहीत. त्यामुळे अनेक विद्यार्थी शिष्यवृत्तीपासून वंचित राहण्याची शक्यता वर्तविली जात आहे. व्यावसायिक अभ्यासक्रमाची प्रवेश प्रक्रिया सुरू नसल्याने शिष्यवृत्तीची अंतिम तारीख वाढविण्याची मागणी केली जात आहे.

IT is good news that each of eight medical colleges in Maharashtra got 50 seats more, but Vidarhha got only 50 seats more. It has four medical colleges but got additional intake in Yavatmal college only. Neither Akola. nor Government Medical College and Hospital (GMCH) did not get a single additional seat. In the process, Indira Gandhi Government Medical College and Hospital (IGGMCHH) lost not 40 but 90 seals.

The state government has increased the intake of students by 401) for MBBS course in eight government medical colleges from this academic year. The governing board of the Medical Council of India (MCI) has given the nod to hike MBBS seats by 400 at the government medical colleges in Kolhapur. Sangli. Nanded, Latur. Ambejogai. Yavatmal. Dhule and Solapur. It was in the year 2002. when the state started three medical colleges (in Kolhapur, Latur and Akola) with an intake of 300 students. While die intake of MBBS students in medical colleges at Ambejogai. Dhule and Nanded rose to 100 from 50. the remaining five will see 150 students being admitted, up from the previous 100. The Ambejogai medical college was established in 1975 with 50 MBBS seats, and the medical colleges in Dhule. Yavatmal and Natkled werestanedin 1989. with 150 MBBS seats.The new seats have been approved by the MCI under a scheme for medical colleges which are over 10 years old and have an intake of 100 and 50 seats.

CIVIL SERVICES (PRELIMINARY) EXAMINATION, 2013
ABOUT 16,000 candidates have successfully qualified this year's Civil Services (Preliminary) examination, results of which have been declared by the Union Public Service Commission (UPSC).
The UPSC has advised the qualifiers not to file any RT1 plea seeking details of their marks and answer keys until the entire process of civil services exams comprising the mains test and interview sets over. Those who have qualified me pretest, which was held on May 26. have been asked to apply online at the Commission's website-www.Upsc.Gov.in-again in me Detailed Application Form (DAF) for the civil services (Mains) examination. After submitting the duly filled DAF online, the candidates arc required to lake out its print out and send its printed copy duly signed by him or her alongwith all relevant documents including the prescribed fees, wherever applicable, to the Commission, according to a press statement by the UPSC which conducts tlK prestigious test to select officers for IAS. IPS and Indian Foreign Service among others. The detailed instruction to fill in the DAF and procedure for sending it to the Commission is available on the U PSC portal. "It can also be delivered at Union Public Service Commission counter by hand till September 18, 2013 (5.00 PM>." it said. It may be noted that mere submission of application form does not. ipso facto, confer on any right for admission to the Mains Examination. The admission certificate alongwith the time table of the Mains Examination will be uploaded on the Commission's website 10 the eligible candidates 2-3 weeks before the commencement of the examination, the statement said.
"Candidates are also informed that marks, cut off marks and answer keys of Civil Services (Preliminary) Examination 2013 will be provided to them only after entire process of the Civil Services Examination is over i.E. After the declaration of the result."
The UPSC have a facilitation counter near the examination Hall Building in its campus. Candidates may obtain any information or clarification regarding their result on all working days between 10.00 AM to5.00 PM. in person or on Tel No 011-23385271. 01 l-23098543or011-23381125 from the facilitation counter.

स्वायत्त महाविद्यालये वगळता राज्यातील बहुतांश विद्यापीठांच्या अभियांत्रिकी अंतिम वर्षाचे निकाल खोळंबले आहेत. त्यातच सहायक अभियंत्यांची ९९७ पदे भरण्यासाठी महाराष्ट्र लोकसेवा आयोगाने अभियांत्रिकी (स्थापत्य) सेवा परीक्षा -२0१३ ची जाहिरात प्रसिद्ध केली आहे. अंतिम वर्षात शिकत असणारे विद्यार्थी पूर्वी या परीक्षेसाठी पात्र ठरत होते, आता मात्र पदवी मिळविणार्‍या विद्यार्थ्यांनाच ही परीक्षा देता येणार आहे. अंतिम वर्षाचे निकाल खोळंबलेल्या हजारो विद्यार्थ्यांना अभियांत्रिकी सेवा परीक्षेपासून वंचित राहावे लागणार आहे.
सार्वजनिक बांधकाम विभाग (८0 पदे), जलसंपदा विभाग (७५९ पदे) आणि पाणीपुरवठा व स्वच्छता विभाग ( १५८ पदे) या राज्य सरकारच्या तीन विभागात सहायक अभियंता (स्थापत्य) ही वर्ग दोनच्या अधिकार्‍यांची ९९७ पदे या परीक्षेद्वारे भरली जाणार आहेत. आयोगाच्यावतीने महाराष्ट्र अभियांत्रिकी (स्थापत्य) सेवा मुख्य परीक्षा येत्या ३१ ऑगस्ट आणि १ सप्टेंबर रोजी घेतली जाणार आहे. मुंबई, पुणे, नागपूर आणि औरंगाबाद या राज्यातील चार केंद्रांवर होणार्‍या या परीक्षेसाठी १२ ऑगस्टपर्यंत ऑनलाईन अर्ज मागविले आहेत.
पदवीधरच ठरणार पात्र
मान्यताप्राप्त विद्यापीठाची स्थापत्य अभियांत्रिकीची पदवी मिळविणारेच विद्याथी या परीक्षेसाठी पात्र ठरणार आहेत. अभियांत्रिकीच्या अंतिम वर्षात शिकणार्‍या विद्यार्थ्यांना पूर्वी परीक्षा देता येत होती. अशा विद्यार्थ्यांना मुलाखतीपूर्वी पदवी प्राप्त करणे बंधनकारक होते. यंदा अंतिम वर्षात उत्तीर्ण विद्यार्थी ही परीक्षा देऊ शकणार आहेत. औरंगाबाद, पुणे, अमरावती, कराड आणि जळगाव येथील शासकीय अभियांत्रिकी महाविद्यालयांना सरकारने स्वायत्तता दिली आहे. परीक्षा घेणे,निकाल जाहीर करण्याचे अधिकार या महाविद्यालयांना आहेत. अंतिम वर्षाचे निकाल महिनाभरापूर्वीच जाहीर करण्यात आले,परंतु बहुतांश विद्यापीठांचे अभियांत्रिकीच्या अंतिम वर्षाचे निकाल सध्या खोळंबले आहेत.

DESPITE Supreme Court's quashing of National Eligibility Entrance rest (NEET) meant for medical Amissions, confusion reigned supreme. It is still unclear whether students would get admissions on nasis of their NEET score conduct-id this year or not. Students are also in dilemma as to how after preparing for NEET will they appear for CET next year. The judgement has saved way for private medical colleges, autonomous colleges and jeemed universities to conduct their iwn tests.
Raikar. Admission in-charge of government Medical Colleges in Maharashtra, informed that the list of selected candidates .if the first round was to he displayed on July 20. Now with cancellation of NEET. it is unclear how this could he done. "We have not got any instructions from top bosses. Whether Stale would conduct its own CET this year is also uncertain." he said. Students, who were till now preparing as per NEET Syllabus would now prepare for CET. An expert, however, felt that as students have prepared for higher-level CET. they would not find it difficult to prepare for State CET next year.
Health Sciences, Chennai, was a member of that committee. With regards to need for single national entrance test. Medical Council of India (MCI), on June 10. 2009. accepted the proposal and forwarded ii to Government of India and University Grants Commission. So proposal is that made it clear then NEET should be conducted after taking opinions of students, teachers, parents and officials of states.
Many state governments including that of Maharashtra had strongly opposed a single NEET. Most of the states approached the Apex Court. The Supreme Court had asked Union Government and Medical Council of India (MCI) to conduct Single CET (National Eligibility Entrance Test or NEET) for admission to Under Graduate and Post Graduate medical courses. In June 2011. MCI proposed format for NEET UG and PG. The framework of the examination was also prepared but did not take off that year.

अँलोपथी वैद्यकशास्त्र, दंतवैद्यकाच्या पदवी व पदव्युत्तर अभ्यासक्रमांच्या प्रवेशासाठी देशपातळीवर एकच 'नॅशनल एलिजिबिलिटी अँण्ड एन्ट्रन्स टेस्ट' (नीट) घेण्याचे आणि या अभ्यासक्रमांचे देशभरातील सर्व प्रवेश फक्त याच परीक्षेतील गुणवत्तेच्या आधारे देण्याची सक्ती करणारे 'मेडिकल कौन्सिल ऑफ इंडिया' व 'डेन्टल कौन्सिल ऑफ इंडिया'चे निर्णय सुप्रीम कोर्टाने आज घटनाबाह्य ठरवून रद्द केले.
मेडिकल कौन्सिलने २१ डिसेंबर २0१0 व ३१ मे २0१२ तसेच डेन्टल कौन्सिलने ३१ मे २0१२ रोजी अशी सक्ती करणार्‍या अधिसूचना जारी केल्या होत्या. या सक्तीला आव्हान देणार्‍या व देशाच्या विविध उच्च न्यायालयांमधून स्वत:कडे वर्ग करून घेतलेल्या सुमारे ११५ याचिका मंजूर करून सरन्यायाधीश न्या. अल्तमास कबीर यांच्या नेतृत्वाखालील खंडपीठाने २ विरुद्ध १ अशा बहुमताने हा निकाल दिला. विशेष म्हणजे सरन्यायाधीश न्या. कबीर यांचा या पदावरील गुरुवार हा शेवटचा दिवस होता.
सरन्यायाधीश न्या. कबीर व न्या. विक्रमजीत सेन यांनी १६९ पानांचा बहुमताचा निकाल देताना म्हटले की, मेडिकल व डेन्टल कौन्सिलला अशी परीक्षा घेण्याचा व या आधारेच देशातील सर्व प्रवेश देण्याची सक्ती करण्याचा कायदेशीर अधिकार नाही. तसेच या दोन्ही कौन्सिलची कृती सरकारी, खासगी व अल्पसंख्य वैद्यकीय महाविद्यालयांना राज्यघटनेने अनुच्छेद १९ (पसंतीचा उद्योग व्यवसाय करणे), २५ (अल्पसंख्याकांनी स्वधर्माचा प्रसार-प्रचार करणे), २६ (अल्पसंख्याकांनी स्वत:च्या संस्था स्थापन करून त्यांचे व्यवस्थापन करणे) व २९ आणि ३0 (अशा संस्थांमध्ये स्वत:च्या समाजवर्गातील विद्यार्थ्यांना प्रवेश देणे)ने दिलेल्या मूलभूत हक्कांवर गदा आणणारी असल्याने ती तद्दन घटनाबाह्य ठरते. याउलट न्या. अनिल आर. दवे यांनी उपलब्ध असलेल्या अत्यल्प वेळातही २0 पानांचे असहमतीचे निकालपत्र लिहिताना नमूद केले की, या दोन्ही कौन्सिलने अशा 'नीट' परीक्षा घेणे केवळ कायदेशीर व घटनासंमतच नाही, तर तसे करणे व्यवहार्य तसेच समाजहिताचेही आहे. 
 ■ संस्थाचालकांना त्यांच्या संस्थांचे व्यवस्थापन करण्याचा जो मूलभूत अधिकार आहे त्यात आपल्या पद्धतीने प्रवेश देणे याचाही अंतर्भाव आहे.
■ गुणवत्ता व पारदर्शकता यासाठी या अधिकारावर काही प्रमाणात निर्बंध घालता येत असले तरी हा अधिकार पूर्णपणे हिरावून घेता येणार नाही. 
■ कायद्याने मेडिकल व डेन्टल कौन्सिलला अनुक्रमे वैद्यकीय व दंतवैद्यकीय शिक्षणावर दर्जात्मक नियंत्रण ठेवण्याचा अधिकार दिलेला आहे.
■ मात्र, तरी त्याचा वापर करून या कौन्सिल प्रवेशासाठी स्वत: देशपातळीवर एकच सामायिक परीक्षा घेऊ शकत नाहीत किंवा सर्वांनी याच परीक्षेच्या आधारे प्रवेश दिले पाहिजेत, अशी सक्तीही करू शकत नाहीत. देशपातळीवर एकच 'नीट' ही सामायिक प्रवेश परीक्षा घटनाबाह्य आहे. यापुढे ही परीक्षा होणार नाही. तरी यावरून निर्माण झालेल्या वादात आधी दिल्या गेलेल्या अंतरिम आदेशांनुसार ज्या प्रवेश परीक्षा झाल्या आहेत व जे प्रवेश दिले गेले आहेत ते मात्र रद्द होणार नाहीत.

RESPONDING to the write petition filed by Principal of Shri Ganesh institute of Technology A V Joshi against inaction of the University Grants Commission (UGC) to discipline the Eastern Institute of Integrated Learning in Management (EIILM) in Sikkim for not performing its statutory duties. Justice Bhushan Dharmadhikari and Justice Arul Chandurkar at the High Court here have issued direction to these respondents to file their submissions in reply to the petition by July 23 next.
Total 76 students admitted by the petitioner to various courses and they appeared in final examination conducted   by   the   respondent- University and have been declared as passed. Since July 2012. the petitioner reminded the respondent-University several times to issue mark-lists, degrees/diploma certificates to these students, but except giving assurances there is no concrete step by the said University to do so. It has been contended on behalf of the petitioner-Institute that the UGC has granted statutory recognition to the respondent-University and hence it is obliged to issue degrees/diploma certificates to the students, after conducting examination for them. Now, the UGC is obliged to take strict action against the said University for failing to do its statutory duties and to redress the petitioner's grievances. Advocate B G Kulkarni appeared for the petitioner.

WITH an aim to raise its standard. Central Board of Secondary Education (CBSE) has allowed its affiliated schools to be free to seek accreditation from approved private agencies.
Quality Council of India (QCI) is handling the process of voluntary accreditation. Experts said that the nation's poor showing in global teaching and learning need the urgent involvement of private sector entities.
The public-private partnership initiative follows the success of leading Indian business schools. including the elite Indian Institutes of Management, that seek accreditation from agencies such as the British Association of MBAs and the US Association to Advance Collegiate Schools of Business. On the same lines. Indian primary and secondary schools will be given the option to choose their accreditation agency. The CBSE has already put in place a mechanism to select private agencies. In its 12th plan. Planning Commission has expressed that the focus should be now on improving the quality of teaching and learning. It is expected tliat private agencies would evaluate key areas of schooling, including infrastructure, the use of technology in education etc. In an survey conducted in the year 2011 where student assessment was done. Indian schools placed in last two with only Kyrgyzstan faring worse. Wipro Ltd and education assessment            organization Educational Initiatives also did Quality Education Survey, where it drew a conclusion that schools in metros also teaches to learn by rote.

Medical PG students complain of discrepancy in valuation of papers


THE students of Post Graduation course in the faculty of Medicine have come out with the complaint that Maharashtra University of Health Sciences has shown discrepancies in their results. The meeting of Grievance Committee of MUHS will be held at Nagpur where the issue may get raised.
The students alleged that the discrepancy did lake place because of the unexpected change in the policy of evaluation system. They said that previously all the answer books were evaluated simultaneously by four examiners. They include two internals and two externals while moderalion was done al the same time. This system of evaluation has been changed. Now in present system the answerbooks are evaluated separately by examiners under Central Assessment Programme (CAP). Such changes are to be informed to the medial faculty for their common agreement. This change has been implemented midway between the examinations without such common agreement. Students pointed out that but the proposal has been rejected by the faculty of Medicine unanimously. They have alleged that having brought the change, it has violated these norms.
According to students, they were not informed about the change before the commencement of examination. These students have to work 24x7. Apart from this there is no provision of preparatory leave for examinations as there is a scarcity of doctors.
Students also said that many students have failed in the examinations as they scored just short of 1-5 marks, Many students would be benefited with the provision of grace marks. Medical Council of India (MCI) says that upto 5 grace marks can be given. But except MUHS all universities have implemented it.
A senior Senate member said that many students who have been passed in practicals including complete assessment of students In found different examiners have been affected by this new rule.
Hence, in CAP. there should be a definite provision of grace marks. The students have claimed the support of some members of Management Council and Senate to their demand.

Health Ministry proposes to increase Admission to MBBS seats 2013, 2014


THE Health Ministry has proposed to increase MBBS seats in the country by allowing Government and recognised private medical colleges to do so as a one-lime measure.
As per a proposal cleared by Health Minister Ghulam Nabi Azad, all medical colleges having 10 years or more of standing will be allowed to increase 50 seats as a one-time measure. Azad also held a review meeting of officials in this regard today and directed early implementation of the scheme. Sources said while those medical colleges with 50 seats will be al lowed to add another 50. those with 100 seals will henceforth have 150 seats. All such medical colleges, which will benefit from implementation of the proposal, will have to apply lo the Medical Council of India to create additional seals, which will allow the same after due diligence. The MCI will have to later carry out a physical verification and inspection of the medical facilities and infrastructure at such medical colleges where the seats are being increased. Sources say a notification in this regard will be issued soon. The proposal will come into effect after making modifications in the Medical Council of India regulations pertaining to medical colleges.

MAHARASHTRA Government has sought views of principals and teachers on a proposal seeking ban on using camera mobile phones in colleges and university campuses across the state to prevent 'cyber crimes'. The joint director of higher education had sought views of college heads and teachers on this proposal in a leucr sent in May.
The proposal also involves mandatory installation of jammers and decoders in campuses o educational institutions  Mumbai University sources said. The MII has received lite lener from the department and issued a circular to all affiliated colleges seeking opinion on installing mobile phone jammers but has not set a deadline to gather the data.
Some students take pictures and participate in 'vulgar activities' using cellphones in classrooms and on campus.

विद्यार्थ्यांमध्ये मोबाइलचा वाढता वापर लक्षात घेता अनेक तक्रारी पुढे आल्या. यावर उच्च व तंत्र शिक्षण विभागाने महाविद्यालयात जॅमर लावण्याबाबत विचार सुरू केला आहे. यासाठी विभागाने महाविद्यालय आणि विद्यापीठांच्या सूचनाही मागविल्या आहेत. मात्र, सध्या मोबाइलचा वापर अभ्यासासाठी केला जात आहे. मोबाइल काळाची गरज आहे. त्यामुळे जॅमर लावल्याने मोठय़ा प्रमाणात नुकसान होईल, अशी भीती विद्यार्थ्यांनी व्यक्त केली आहे.  कठीण प्रसंगी कोणाला संपर्क करायचा असेलत्या वेळी तो होणार नाही. या सगळ्या गोष्टींचा विचार करायला हवा. विशेष म्हणजे जॅमरचा फटका फक्त विद्यार्थ्यांनाच नव्हे, तर शिक्षकांना आणि महाविद्यालयातील कर्मचार्‍यांना बसेल.
