The government has also cleared the way for merger of 50% DA with basic pay by approving it among the terms of reference of the 7th Pay Commission. An official said now the commission can suggest the merger in its interim report. 


He added that 50% DA merger with basic pay will roughly increase the gross salaries of central government employees by around 30%.

The Cabinet approved the proposal to release an additional installment of DA and dearness relief (DR) to pensioners with effect from January 1, 2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10% increase over the existing rate of 90%, said an official statement.

Central government employees as well as pensioners are entitled for DA/DR at the rate of 100 per cent of the basic with effect from January 1, 2014, it said.

The government has estimated that the combined impact on exchequer on account of both DA and DR would be Rs 11,074.80 crore every year.

As the model code of conduct is likely to be in vogue sometime early next week for Lok Sabha elections, the government on Thursday raised dearness allowance (DA) to 100 per cent, from 90 per cent, benefiting its 50 lakh employees and 30 lakh pensioners.

In another decision benefiting its employees and pensioners, the Centre also approved terms of reference for the 7th Central pay commission with a provision of possible merger of 50 per cent DA into basic pay.

According to an official, now the Commission can suggest the merger in its interim report. The 50 per cent DA merger with basic pay will roughly increase the gross salaries of Central government employees by around 35 per cent.

"The Union Cabinet today approved the proposal to release an additional installment of DA and dearness relief (DR) to pensioners with effect from January 1, 2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 per cent increase over the existing rate of 90 per cent," said an official statement. लोकसभा चुनाव की घोषणा होने से ठीक पहले केंद्र सरकार ने आज अपने 80 लाख वर्तमान एवं पूर्व कर्मचारियों तथा निजी क्षेत्र में नौकरी से सेवानवृत्त हुए 24 लाख कर्मचारियों को 14 हजार करोड. रुपए से अधिक का तोहफा दे दिया. इससे केंद्र सरकार के कर्मचारियों के वेतन एवं पेंशनभोगियों की पेंशन में 20 से 25 फीसदी का इजाफा होगा. 

केंद्रीय मंत्रिमंडल ने 50 लाख केंद्रीय कर्मचारियों एवं 30 लाख पेंशनभोगियों का महंगाई भत्ता (डीए) 10 प्रतिशत बढ.ा दिया. पूर्व में मिलने वाले 90 प्रतिशत डीए में 10 प्रतिशत का इजाफा होने से केंद्रीय कर्मियों और पेंशनभोगियों को अब मूल वेतन एवं मूल पेंशन के बराबर महंगाई भत्ता मिलेगा. महंगाई भत्ते में ताजा वृद्धि इस वर्ष एक जनवरी से प्रभावी होगी. मंत्रिमंडल ने इसके अलावा 50 फीसदी महंगाई भत्ते का मूल वेतन में विलय किए जाने का भी फैसला किया. इसके चलते केंद्रीय कर्मचारियों के वेतन में खासा इजाफा होगा.

With an eye on the forthcoming elections, the Centre on Wednesday announced the constitution of the Seventh Pay Commission to revise the salaries and pensions of around eight million government employees and pensioners.

The name of the chairperson and members of the commission, as well as its terms of reference, will be finalised after consultation with major stakeholders. The Centre is also looking at various demands of defence personnel, including the possibility of setting up a separate pay commission for the armed forces, government sources said.

The recommendations of the Seventh Pay Commission are expected to be implemented from January 1, 2016, the finance ministry said. On an average it takes a pay commission around two years to submit its recommendations. The Prime Minister approved the constitution of the Seventh Pay Commission before he left for the United States on Wednesday.

"It is the right of employees to have a Pay Commission... When the recommendations come, the government will be able to implement (it). You do not do something for which you do not have money available," said commerce minister Anand Sharma.

The Pay Commission's recommendations are likely to hit the fiscal deficit of the Centre and state governments. But it is something that the next government will have to worry about. However, the Sixth Pay Commission, whose award was implemented from January 1, 2006, was seen as an indirect stimulus to the economy at the time of a global financial crisis in 2008, and it had supported the demand for goods and services.

आगामी विधानसभा चुनावों और 2014 में होने वाले आम चुनावों से पूर्व केंद्र सरकार ने अपने कर्मचारियों के लिए सातवें वेतन आयोग के गठन की आज घोषणा की. वेतन आयोग की सिफारिशों से करीब 50 लाख केंद्रीय कर्मचारी और 30 लाख पेंशनभोगी लाभान्वित होंगे.

2006 में लागू हुआ था छठा आयोग : इससे पहले छठे वेतन आयोग की सिफारिशें एक जनवरी 2006 से लागू की गई थीं. इससे पहले पांचवें आयोग की एक जनवरी 1996 और चौथे आयोग की एक जनवरी 1986 से लागू की गई थी.

राजग ने ठुकरा दिया था : कांग्रेस ने याद दिलाया कि राजग सरकार ने 2003 में छठे आयोग के वैध गठन को 'अस्वीकार' कर दिया था. पार्टी महासचिव अजय माकन ने कहा, 'राजग के छठे आयोग के वैध गठन को अस्वीकार करने के बाद कांग्रेस ने छठा वेतन आयोग बनाया. और अब एक बार फिर सातवां वेतन आयोग 2013 में गठित किया है.'

However, we observed an interesting factor which is common to all the past pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in

the pay was recommended by each pay commission and it was accepted by government and implemented (except that the rise was only about 2.26 times after 6th CPC for the scales from S4 to S23 and nearly 3 times or more for the higher scales).

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula 'common multiplying factor' to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below,  using common multiplying factor '3'.
